The petitioner is challenging the Government Order dated 23.8.2011 by which the petitioner has been asked to pay 75% to 80% salary out of the gross income which includes other receipt apart from students fees. The earlier direction was to pay 75% to 80% salary out of the fees received from the students. The submission of the petitioner is that asking to pay the salary out of the other receipt, which has nothing to do with the education fee, is wholly arbitrary.
