Sri A.K. Goel, learned counsel appearing on behalf of the University produced before this Court the minutes of the meeting held on 17.12.2011 in which the reference of the provisions of the Ordinance relating to the qualification of the appointment for the Supervisors is mentioned and the committee has asked the Registrar to supply the appointment letters of Dr. Vandana Shukla and Dr. Sudhakar Tripathi to the committee issued by the University and when they were appointed initially in the department of Geography. A letter dated 21.12.2011 has also been produced written by the Dean, Faculty of Arts University of Allahabad to the Head Department of Geography University of Allahabad wherein it is categorically stated that as the eligibility of Dr. Vandana Shukla and Dr. Sudhakar Tripathi as supervisor was neither approved by the Dean in the R.D.C. it could not be got approved later on in the Faculty Board of Arts and Academic Council respectively, they cannot supervise research scholars until their eligibility to supervise research has been established. In the letter Head Department of Geography University of Allahabad has been directed to give due compliance to the letter dated 15.12.2011 by changing the supervisors so that no injustice is caused to the research scholars. The matter be treated as most urgent. In view of the aforesaid letter, the matter is seized with the Head Department of Geography University of Allahabad.
Learned counsel for the petitioners submitted that as per the provisions of the Ordinance Dr. Vandana Shukla and Dr. Sudhakar Tripathi have requisite qualifications to be eligible for supervisors and by the order of the Vice-Chancellor these two lecturers have been appointed as supervisors of the petitioners and because of the decision raising doubt about the eligibility of these two supervisors, the petitioners are suffering since last six months and are not getting remuneration.
In view of the above, let the University may file a detailed affidavit within two weeks. Meanwhile, Head Department of Geography University of Allahabad is directed to take the decision on the letter of the Dean, Faculty of Arts University of Allahabad dated 21.12.2011 within the aforesaid period.
