In the present case factual situation is that along with the appeal medical fitness certificate as provided in Form No.GD/3 had not been appended by the petitioner. Petitioner has tried to contend before this Court that the concerned Doctor, viz., Dr. Raj Kumar at Government Hospital Noida did not issue the medical certificate in the prescribed format, rather he issued medical certificate in consonance with Rule 10 of the Fundamental Rules. Since the said Doctor has not been impleaded and arrayed as respondent, learned counsel for the petitioner is directed to implead him as respondent No.4 in the array of respondents.

Issue notice to newly impleaded respondents, returnable within four weeks.
