By the order dated 25.11.2011 the Court had summoned the records. On 30.11.2011, when the records were summoned, it was found that the petitioner was served with the charge sheet to which he has submitted the reply on 1.6.2009. He was also served with the copy of the enquiry report.
The petitioner was asked to explain these facts. A supplementary affidavit has been filed today in which the petitioner admits that he has received a charge sheet to which he has given a reply and that the enquiry report was also submitted but that he has lost the papers.
Let learned Standing Counsel file a detailed counter affidavit within four weeks. The petitioner will have one week thereafter to file rejoinder affidavit.
