Notices had been issued to respondent Nos. 3 and 4, but till date appearance has not been entered. As factual investigation of facts is required in the present case and the institution is affiliated to Chaudhary Charan Singh University, Meerut, as such Vice Chancellor of the said University is directed to conduct an enquiry into the matter and submit report on the next date fixed.
