In view of the office report dated 28.5.2002 and 4.6.2002, the petitioner is directed to take fresh steps for service upon respondent nos.4 to 13 by Dasti summon as well as publication as the office report says that the aforesaid respondent nos.4 to 13 are not available in spite of fact the postman had gone at the residence repeatedly. So far as respondent no.3 is represented, Sri S.C. Mandhyan, learned counsel for the respondents prays for and is granted three weeks' time for filing counter affidavit. Rejoinder affidavit may be filed within two weeks thereafter. Steps for service upon respondent nos.4 to 13 shall be taken by the petitioner within two weeks and publication shall be effected within two weeks thereafter by two such newspapers widely having been circulated.
