By-laws regarding adoption of condensed course in Homoeopathy for recognition of the holders of diploma in Homoeopathy and Biochemistry (D.H.B.) so as to bring them on par with the holders of 4 years diploma in Homoeopathic, Medicine and Surgery (D.H.M.S.)

No. HED. 1384/1710/CR-211/86/MED-7. - The following by-laws made by the Maharashtra Council of Homoeopathy, Bombay, in exercise of the powers conferred upon it under sub-section (1) of section 35 of the Bombay Homoeopathic Practitioners' Act, 1959 (Bombay XII of 1960) with the previous sanction of the Government of Maharashtra under sub-section (2) is hereby published as required by sub-section (3) Of the said section 35, namely :-

  1. (1) These by-laws may be called the by-laws regarding adoption of condensed course in Homoeopathy for recognition of the holders of diploma in Homoeopathy and Biochemistry (D.H.B.) so as to bring them on par with the holders of 4 years diploma in Homoeopathic, Medicine and Surgery (D.H.M.S.).

(2) The condensed course in Homoeopathy, that is to bring D.H.B. to the level of 4 years D.H.M.S. shall be introduced from October, 1990.

  1. (1) "Condensed course" means the condensed course in Homoeopathy prescribed under these by-laws.

(2) The words and expressions used herein but not defined shall have the same meaning aS assigned 10 them in the Bombay Homoeopathic Practitioners' Act, 1959 (Bombay XII of 1960).

  1. Any Homoeopathic College recognised by the State Government to conduct the D.H.M.S. course may with the recommendations of the Council conduct the condensed course.
  2. A candidate who has passed the final examination of Diploma in Homoeopathy and Biochemistry (D.H.B.) conducted by the Court of Examiners, Bombay, shall be eligible for admission to this course. The duration of the course including an examination to be conducted at the end of the course shall be two years :

Provided that, the teachers of the recognised colleges of Homoeopathy and registered practitioners working in Homoeopathic Dispensaries or hospitals under the recognised Homoeopathic Colleges and holding the diploma in Homoeopathy and Biochemistry (D.H.B.) and having a minimum of three years teaching or clinical experience may not attend the theory classes and such candidates shall be known as "External Students" and are entitled to appear directly for the examination.

  1. The medium of instructions shall be in English.
  2. The course shall be conducted twice, in two batches in accordance with this rule. Those students who do not get admission in the first batch may be admitted in the second batch. The admissions for the first batch shall be in October, 1990 and the admissions for the second batch shall be in October, 1992. The course shall thus be conducted for a period of four years beginning from October, 1990 to September, 1994 and the examination shall be taken at the end of the September, 1992 in respect of the first batch and at the end of September, 1994 in respect of the second batch. The dates of examinations and the names of the centres shall be fixed by the Council from time to time. One more supplementary examinations shall be held for the repeaters, the first in March, 1993 for the repeaters of the first batch and the second in March, 1995 for the repeaters of the second batch. If the students of the first batch fail in the first annual and first supplementary examination as above, they shall not be allowed to appear to any examination to be held thereafter for the students of the second batch. So also the students of the second batch shall have no examination after their first supplementary examination. No examination shall be held by the Council after the first supplementary examination of the second course. The examination of the external students shall be held by the Council on any date which will be intimated by the said Council to the concerned external students thirty days prior to the date of commencement of the examination.
  3. Minimum marks required for passing shall be 45 per cent of the maximum mark in each of the written papers, practical and oral examinations separately.
  4. The tuition fee to be charged by the Homoeopathy colleges in the State shall be rupees two thousand for each course.
  5. The Council shall charge a fee of rupees fifty as enrolment fee before the student is given admission to the said course by the recognised college, besides, a candidate shall be required to pay such examination fee as may be charged by the Council.
  6. The holders of Diploma in Homoeopathy and Biochemistry (D.H.B.) who are teachers of the recognised homoeopathic colleges or physicians working in the homoeopathic dispensaries or hospitals under the recognised homoeopathic colleges and who are exempted from attending the classes are exempted from payment of the tuition fee only.
  7. The examiners shall be appointed in pairs for practical and oral examination. These examiners shall examine a candidate in practical and oral examinations and marks shall be recorded by them in consultation with each other immediately after the examination.
  8. The details of the syllabus and curriculum shall be as under :

(i) for the said courses the minimum number of lectures, demonstrations, tutorials, practicals and clinical classes, in the respective subjects shall be as shown below :

(ii) The examination in practice of Medicine shall consist of two theory papers and an oral examination and a bed-side practical examination in case taking with a view to determine both the nosological and therapeutic diagnosis from the homoeopathic point of view. The time allotted for the oral examination shall be one hour.

(iii) The examination in surgery shall consist of two theory papers and an oral examination on the application of the splints, bandages and surgical instruments of common use and a clinical examination. Maximum one hour may be allowed to each candidate for the oral examination and report on the case with special reference to (he scope of homoeopathic therapeutics vis-a-vis the necessity of surgical treatment in the particular case.

(iv) The examination in Obstetrics and Gynaecology shall consist of two theory papers and an oral examination and a clinical examination on Obstetrics and Gynaecology including questions on instruments and appliances.

(v) The examination in Materia Medica shall consist of two theory papers and an oral examination and besides clinical examination in case-taking with a view to determine both the nosoligical and therapeutic diagnosis. The time allotted for the oral examination shall be one hour.

(vi) The examination in Organon and Homoeopathic Philosophy shall consist of two theory papers and an oral examination.

(vii) The examination in Homoeopathic Repertory shall consist of one theory paper and a practical examination in case-taking analysis and evaluation of symptoms and deciding the line of treatment.

(viii) The total number of marks for each papers and the minimum number of marks required for passing in each paper on the subject specified below are as follows, namely :-

  1. A candidate desirous of appearing at the examination to be conducted under these by-laws shall apply to the Council through their respective recognised Homoeopathic colleges where they have registered for the said course, within the time to be prescribed by the Council.
  2. The other conditions of the course, the textbooks, curriculum syllabus and the examination pattern, appointment of the examiners, duration of papers and practicals shall be the same as applicable in respect of the final Examination for Diploma in Homoeopathic Medicine and Surgery, D.H.M.S. as per Homoeopathy (Diploma Course), D.H.M.S. Regulations, 1983 prescribed by the Central Council of Homoeopathy, New Delhi.
