Received the assent of the Governor of Punjab on the 30th November, 1954, and was first published in the Punjab Government Gazette Extra-ordinary, dated the 11th December, 1954.
An Act to validate certain procedural defects in relation to the elections to be held for the Sikh Gurdwara Committee.
Be it enacted by the State Legislature of Punjab in the Fifth Year of the Republic of the India as follows :-
- Short title and commencement. - (1) This Act may be called the Sikh Gurdwaras Committees (Validation) Act, 1954.
(2) It shall come into force at once.

Statement of objects and reasons. - "Certain officers had been appointed Returning Officers of Gurdwara Committee constituencies by the Deputy Commissioners under the powers vested in them under rule 3 of the Sikh Gurdwara Committee Election Rules, 1925. After the supersession of those rules and the coming into force of the Sikh Gurdwara Committee Election Rules, 1954, the Additional District Magistrates had to make the appointments of Returning Officers afresh but the officers already appointed as Returning Officers by the Deputy Commissioners have continued to function as such in connection with the forthcoming Gurdwara elections without their appointment having been reaffirmed by the Additional District Magistrates. This Bill is brought forward to validate the action taken by the officers as Returning Officers of the Committee constituencies concerned. |
- Validation of certain elections.- No election to a Sikh Guirdwara Committee shall be void merely on the ground that the Returning Officer for any such Committee constituency was not appointed in accordance with the rules made under the Punjab Sikh Gurdwaras Act, 1925 (Punjab Act VIII of 1925).
