G.S.R. 553(E). - In pursuance of sub-section (5) of section 3C of the Coal Mines Provident Fund and Miscellaneous Provisions Act, 1948 (46 of 1948) and in supersession of the Coal Mines Provident Fund (Employees Recruitment) Rules, 1982, so far as they relate to the post of Senior Stenographer, Junior Stenographer and Personal Assistant, except as respects things done or omitted to be done before such supersession, the Board of Trustees, Coal Mines Provident Fund with the approval of the Central Government, hereby makes the following rules, further to amend the Coal Mines Provident Fund (Employees' Recruitment) Rules, 1982, namely:-

  1. Short title and commencement.- (1) These rules may be called the Coal Mines Provident fund (Employees' Recruitment) Amendment Rules, 2003.

(2) These rules shall come into force on the date of their publication in the Official Gazette.

  1. Number of posts, classification and scale of pay.- The number of the said posts, their classification and the scale of pay attached thereto, shall be as specified in columns 2 to 4 of the Schedules annexed to these rules.
  2. Method of recruitment, age limit, qualifications, etc.- The method of recruitment to the said posts, age limit, qualifications and other matters relating to the said posts shall be as specified in column 5 to 14 of the aforesaid Schedule.
  3. Disqualification.- No Person-

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to Relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
  2. Saving.- Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Caste, Scheduled Tribes and other special category of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Stenographer grade-II (5000-150-8000) and possessing such qualifications as required for promotion from grade-II to grade-I of Stenographer

 

Note 1. The Departmental officers who are in the direct line of promotion shall not be eligible for consider for appointment on deputation. Similarly, deputationist shall not be eligible for consideration for appointment by promotion.

Note 2. Period of deputation including period of deputation in another ex-cadre post held immediately preceding preceding this appointment in the same or other organization / Department of the Central Government shall ordinarily not exceed three years.

Note 3: The maximum age limit for appointment on deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of application.

Departmental Promotion Committee consisting of:-

 

1. Joint Secretary - Chairman.

2. Director/Deputy Secretary - Member.

3. CMPF Commission - Member.

Deputation:-Grade-III Stenographers in the Central or State government, public Sector undertaking or autonomous bodies having five years experience in the grade and possessing such qualifications as required for promotion from grade-III to grade-II of Stenographer.

Note:- The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India (and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Naglanad, Tripura, Sikkim, Laddakh Division of Jammu & Kashmir State, Lahaul and Spiti District and Pangi sub-division of Chamba district of Himachal Pradesh, the Union Territory of Andaman and Nicobar Islands or the Union Territory of Lakshadweep).

Note 2. - The crucial date for determining the age limit in the case of candidates from Employment Exchanges shall be the last date up to which the Employment Exchanges are asked to nominate candidates.

Essential: -Matriculation or equivalent and should possess a speed of 80 words per minute in short hand and 40 words per minute in type writing.

Desirable:-Graduate of a recognized University.
