The East Punjab Conservation of Manure Rules 1949

- Short title.- These rules may be called the East Punjab Conservation of Manure Rules, 1949.
- The size of pits.- The size of the pit shall be sufficient to hold the collection of manure obtained over a period of 2 to 3 months.
The depth of the pit all cases shall be 3½ feet on the one side and 3 feet on the other and the width shall vary from 3 to 7, and length from 15 to 30 feet, according to the requirements of the individual cultivator and the number of animals maintained by him.
- Process of manure conservation.- (a) The pit shall be filled up from shallower end (where the depth is less) and daily collections shall be evenly deposited over a small length of 2 to 3 feet till the level of manure reaches a height of 1 feet above the ground leval. The manure shall then be covered with a 1 to 2 inch layer of dry earth. This process shall be continued till the entire pit is filled up from one end to the other.
(b) The manure shall not be used earlier than 2 months from the date when the pit was completely filled, except with the permission of the Manure Conservation Committee.
- Maintenance of record and registers by the Manure Conservation Committee.- The Committee shall maintain record and registers pertaining to the quality of manure pitted or utilised by each householder of the village in Form M-I.
The Committee shall also maintain a cash book in Form M-II.
The Chairman of the Committee shall be responsible for the due maintenance of the prescribed record and register.
- Fund of the Committee.- The funds of the Committee shall be kept in the custody of the Chairman, who will deposit the same in the nearest Cooperative Bank or the Post Office Savings Bank.
- Transfer of land by Government to Committee.- Government may transfer land acquired by it for the purpose of pitting manure to the Manure Conservation Committee on the same conditions under which it has been acquired.
- Rents to be charged.- The Committee shall not charge rent exceeding Re. 1 per annum for a piece of land measuring 625 sq. feet, or fraction thereof.
- Quorum of meetings.- The quorum necessary for the transaction of business of a Committee shall be one-half of the number of members of the Committee actually serving at the time but shall not be less than 3.
Provided that if at any ordinary or special meeting of the Committee a quorum is not present, the Chairman shall adjourn the meeting to such other day as he may deem fit and the business which would have been brought before the original meeting, if there had been a quorum present, shall be brought before and transacted at the adjourned meeting whether there be a quorum present or not.
- Issue of summons.- All summons issued by the Committee shall be signed by the Chairman of the Committee.
