Rules Regarding Registration of Marriages

  1. The Municipal Council shall establish one or more registration offices for the registration of marriages within the limits of the municipality and may by public notice prescribe the office at which the reports of marriages occurring in specified part of the municipality are to be made in accordance with these rules. The Officer-in-charge of any such registration shall be termed a Municipal Registrar.
  2. (1) It shall be the duty of the head of the family in which the marriage occurs or of the husband or the wife of any person duly authorised in this behalf by cither the husband or the wife to report the following particulars regarding a marriage within fifteen days of the date of marriage and to get the marriage registered in the register of marriages :-

(a) the date and place of marriage;

(b) the name in full of the wile with her parentage;

(c) the name in full of the husband and his parentage;

(d) the residence of the husband;

(e) the residence of the wile;

(f) the religion of the husband;

(g) the religion of the wife;

(h) the occupation of the husband, if any;

(i) the occupation of the wile, if any;

(j) the age of the husband;

(k) the age of the wile;

(l) the date of report:

(m) the name and address of the informant.

(2) The particulars of marriage shall be entered in a register of marriages which shall be in Form No. 1 appended to these rules.

  1. The person reporting a marriage shall attest by his signature or thumb impression the entry relating to such marriage made in the register by the Municipal Registrar.
  2. Every report of a marriage required by these rules may be made verbally or in writing.
  3. Every person reporting a marriage under these rules shall be given free of charge a copy of the entry made by the Municipal Registrar in respect of such marriage.
  4. (1) Any clerical error which may at any time be discovered in any register of marriages may be corrected in red ink by the Municipal Registrar or the Chief Municipal Officer.

(2) Any error of tact or substance in any register of marriages may be corrected in red ink by the Chief Municipal Officer.

Provided that if an application is made for a correction in a marriage register the Chief Municipal Officer shall first satisfy himself that the correction to be made is a genuine one.

(3) Any correction made shall be signed in full by the correcting officer.

  1. Extracts from the registers of marriages shall on application be given in Form No. 2 appended to these rules.
  2. No person shall wilfully destroy or injure or cause to be destroyed or injured any register of marriages or shall wilfully insert or cause to be inserted in any such register or certified copy thereof, any false entry with regard to any marriage and no Municipal Registrar shall, without reasonable cause, refuse or omit to enter in a register of marriages any marriage which has been duly reported to him.
  3. Any person who commits a breach of Rule 2 or 8, shall be punishable with a fine which may extend to fifty rupees.
  4. These rules shall be general for all Municipalities.
