The Madhya Pradesh Licensing Board (Electrical) Regulations, 1960

In pursuance of sub-rule (1) of Rule 45 of the Indian Electricity Rules, 1956, the State Government hereby makes for the purpose of issuing Licences to Electrical Contractors and Certificates of Competency to Supervisors and Wiremen, the following Regulations, namely-
- Short title and commencement.- (i) These Regulations may be called The Madhya Pradesh Licensing Board (Electrical) Regulations, 1960.
(ii) They extend to the whole of Madhya Pradesh
(iii) They shall come into force at once.
- Definitions.- In these Regulations, unless the context otherwise requires,-
(a) "The Board" means the Licensing Board constituted under clause 3 of these Regulations;
(b) "Contractor" means a person or a firm regularly or to be regularly engaged in the business of carrying out on contract electrical installation works in Madhya Pradesh;
(c) "Form" means a form appended to these Regulations;
(d) "Licence" means a contractor's Licence granted under clause 26 of these Regulations and the word "Licensed" shall be construed accordingly;
(e) "Schedule" means the schedule appended to these Regulations;
(f) "Secretary" means the Secretary to the Board.
- Licensing Board
- Appointment and constitution of Licensing Board.- For carrying out the purposes of these Regulations the State Government shall constitute a Licensing Board consisting of-
[(i) Chief Engineer (Electrical Safety) to the Government who shall be the President of the Board];
[(ii) Deputy Chief Electrical Inspector who shall be Member and Secretary to the Board];
[(iii) Representative of the Transmission and Distribution Wing of Madhya Pradesh Electricity Board to be nominated by the Madhya Pradesh Electricity Board];
(iv) Director of Technical Education;
(v) Representative of the Mines Department;
[(vi) Representative of the Generation Wing of Madhya Pradesh Electricity Board to be nominated by M.P.E.B.];
(vii) Representative in Madhya Pradesh;
(viii) Representative of Licensed Electrical Contractors in Madhya Pradesh;
[(ix) Representative of the Chief Inspector of Mines Government of India];
[Note. - (1) The representatives referred to in clauses (vii) and (viii) shall be the nominees of the Association or Federation of the interest concerned in Madhya Pradesh, recognised by the Government. In the absence of any recognised Association or Federation such representative will be nominated by the Government. The representatives shall be corporate members of Institute of the Institution of Engineers (India), or shall have such other qualifications as may be approved by the Government in each case.
(2) Alternative members may be nominated as representatives of the interest concerned.]
- Functions of the Board.- Functions of the Board shall be as under. Any decisions given by the Board in the execution of its functions shall be final :
(i) to grant Licences to Electrical Contractors;
(ii) to conduct examinations for Supervisors and Wiremen;
(iii) to grant (a) certificates of competency and permits to Supervisors, (b) certificates and permits to Wiremen;
(iv) to deal with applications in respect of any matter arising under those Regulations;
(v) to deal with applications and testimonials found to be incorrect and to take such action as may be decided in this behalf;
(vi) to grant exemption to a candidate from taking a prescribed examination for supervisor or Wireman, as the case may be, when the Board is satisfied that his qualifications and experience entitle him to such exemption;
(vii) to nominate representatives in various centres of the State for the purpose of carrying out the examinations and tests under these Regulations;
(viii) to hear and decide cases of mal-practice by Electrical contractors, Supervisors and Wiremen; and
(ix) generally to carry out the provisions of these Regulations.
[4A. Divisional Licensing Committees. - (1) For each Headquarters of a Divisional Electrical Inspector a committee to be called a Divisional Licensing Committee shall be constituted. Its jurisdiction shall be the whole of the area within the jurisdiction of the Divisional Electrical Inspector.
(2) The Divisional Licensing Committee shall consist of the following members, namely :
(a) The Superintending Engineer nominated by the Madhya Pradesh Electricity Board-Chairman;
(b) One representative of the Technical institution to be nominated by the State Government-Member;
(c) Divisional Electrical Inspector concerned-Member Secretary.
(3) On constitution of Divisional Licensing Committee the functions of the Board in respect of the following matter shall be discharged by the Divisional Licensing Committee and any reference to the Board, its President or Secretary in respect of these functions under these regulations shall be deemed to be a reference to the Divisional Licensing Committee, its Chairman and Secretary respectively :
(a) to grant 'B' class licenses to Electrical Contractors;
(b) to conduct examinations for Wiremen;
(c) to grant certificates and permits to Wiremen;
(d) to grant exemption to a candidate from appearing the prescribed examination for Wiremen when the Divisional Licensing Committee is satisfied that his qualifications and experience entitle him to such exemption;
(e) to nominate representatives in various centres under its jurisdiction for the purpose of carrying out the examinations and tests for Wiremen;
[(f) to hear and decide cases of mal-practice by electrical contractors of B class and Wiremen];
(g) to deal with applications and testimonials in respect of any matter arising due to the functions allotted to the Divisional Licensing Committee and to take such action as may be decided in case of application and testimonials found to be incorrect; and
(h) generally to take such action as may be deemed necessary for proper discharge of its functions and responsibilities under these regulations.
4B. Any person aggrieved by the decision of the Divisional Licensing Committee under clause (3) of Regulation 4-A may file an appeal to the Board. Every such appeal shall be in writing and shall be accompanied by a copy of the order appealed against and shall be presented within two months of the date of receipt of order of the committee by aggrieved person.]
- Meeting of the Board.- (i) An ordinary meeting of the Board shall be held every six months.
(ii) The President may call a special meeting of the Board at any time he deems fit.
(ii) A notice of every meeting shall be sent to each member by the Secretary fifteen clear days before the date fixed for the meeting.
- Quorum.- [Four]members shall form a quorum at any meeting of the Board.
- Decision of the Board.- (i) All matters requiring a decision of the Board shall be decided either at a meeting or by circulation of relevant papers among the members of the Board.
(ii) All questions placed before a meeting shall be decided by majority of votes of members of the Board, present and voting.
(iii) All questions circulated among the member of the Board shall be decided in accordance with the opinion expressed in writing by the majority.
[7A. Proceedings presumed to be good and valid. - Anything done or any proceedings taken under these regulations shall not be questioned on account of any vacancy in the Board or any defect or irregularity in the constitution of the Board.]
- Chairman of the meeting.- Every meeting shall be presided over by the President of the Board, if present, and in his absence by such other person as may be elected by the meeting to be the Chairman.
- Sub-Committee.- The Board shall have powers to appoint sub-committees and delegate such of its powers to these subcommittees as the Board considers fit.
- Duties of the Secretary.- The duties of the Secretary shall be-
(i) to scrutinise all applications for electrical contractors licences and carry on correspondence in connection therewith;
(ii) to scrutinise application for admission to the examination for Supervisors and Wiremen and to carry on correspondence in connection therewith;
(iii) to countersign licences to electrical contractors and certificates of competency and per mils to Supervisors and Wiremen;
[(iv) to renew the electrical contractor's licence].
[10A. Delegation of Secretary's Functions. - The Board may delegate such functions of the Secretary to the Superintending Engineer (Electrical Safety) and Executive Engineer (Electrical Safety) as may be deemed necessary].
- Examinations
[11. Examinations under these regulations shall be held once in a year in July at such place or places and on such dates as the Secretary may from time to time determine.]
- (i) The Board may appoint local examiners for the purpose of conducting examinations at any centre in accordance with such orders as the Board may issue.
(ii) Such local examiners shall receive such fee as the State Government may fix.
- (i) Any person who has resided or habitually worked in the Madhya Pradesh for not less than three years shall, if he satisfied the conditions regarding admission to an examination, be entitled to be admitted to such examination.
(ii) Any person who has not resided or habitually worked in the Madhya Pradesh for the period specified in sub-regulation (1) may if satisfies other conditions regarding admission to an examination of the Board, be admitted to such examination at the discretion of the Board.
III. Admission of Candidates for Examination
- [(i) Qualification for admission to supervisor's examination.- (a) A candidate for the competency examination for supervisor shall have passed Higher Secondary School Certificate Examination of 10+2 Scheme conducted by the M.P. Board of Secondary Education or other equivalent Examination recognised by the Board with Mathematics, Physics and Chemistry as subjects, and
(b) Out of four trades of wireman's examinations namely Domestic, Industrial, overhead and underground shall have passed atleast two trades or produce such technological certificate as may be recognised by the Board for this purpose and shall have atleast five years practical experience of electrical installations work subsequent to acquiring the aforesaid qualification considered satisfactory by the Board.
OR
have at least two years practical experience in Electrical installation work and have undergone training of supervisor's course in any institution recognised by the Board or possesses Degree/Diploma in any of the branches of Engineering.
Note. - Such candidate who have passed the tenth examination will be admitted in the examination conducted in or before [July] 1991. Subsequently such 10th pass candidate will be admitted in examination conducted in or before 1993 who have appeared for the examination in 1991 or in an examination within 2 years before this date and was unsuccessful.]
(ii) Qualification for admission to Wiremen's examination. - A candidate for the Wiremen's examination shall have worked on wiring and/or other Electrical installation works for not less than two years under a Licensed Electrical Contractor in Madhya Pradesh or shall have such other practical experience which is deemed satisfactory by the Board.
- Application for appearing for examination.- Every candidate for an examination under these Regulations shall tender an application in Form "A" (for Supervisors) or "B" (for Wiremen), as the case may be, and shall sign the same in the presence of his employer, a Magistrate or Government officer of Gazetted rank. The candidate shall forward the application duly filled in to the Secretary before the last date notified for this purpose together with the enclosures as required in the application form.
- The fees paid by a candidate, whose application for admission to an examination has been accepted, shall not be refunded to him on any account :
Provided that the Board may allow a candidate who was prevented from appearing at an examination for reasons deemed satisfactory by the Board, to appear at a subsequent examination without further payment.
- Methods and Subjects of Examination
- Supervisor's Examination.- [(A) A candidate for the examination for the grant of competency certificate of supervisors will be examined by written papers and practical/ oral test as per syllabus given below :
The written examination will consist of four papers-

For qualifying in non-mining installation it shall be necessary for a candidate, to pass in papers I, II and III. For qualifying in mining installation a candidate shall have to pass in paper 1 and IV. Each paper will carry 50 marks and shall be of two hours duration. The oral and practical test shall be based on the syllabus prescribed for the written papers and will carry 100 marks.
To pass the examination a candidate must secure atleast 20 marks in each written paper and 40 marks in the oral and practical test. Candidate who has passed the examination qualifying for non-mining installation and desires to appear for the examination for mining installation or a candidate who has passed the examination qualifying for mining installation and desires to appear for the examination for non-mining installation shall be exempted from appearing in paper I.]
(B) Syllabus-
Paper I-Electricity Theory (Elementary knowledge)
Principles of Electricity. - Electric pressure, current and resistance, Ohms Law, specific resistance, Laws of resistance and their application for calculating voltage drop, series and parallel circuits. Practical units of voltage, current, resistance power and energy. Relation between electrical power unit (K. W.) and mechanical Power unit (H.P.), Electromagnetism. Production of EMF and Flemmings hand rules. Magnetic, chemical and heating effects of electric current. Magnetic properties of material. Electromagnets and their applications.
Material. - Conductors, non-conductors and insulators. Insulating material and their relative merits. Transformer oil. Effect of heat and moisture on insulation. Lubricants and their uses.
Different types of wires, cables, switches, circuit-breakers, Cutouts etc. and their safe-current carrying capacity. Use of tables and data sheets generally given in electrical handbooks.
Generation of Electricity. - Natural sources of energy. Types of prime movers, Methods of producing Electro Motive Force, alternating current and direct current.
A.C. Generators (Alternators). - Essential components and constructional features. Methods of voltage and frequency control. Conditions and methods for synchronising. Simple associated Switch board and its accessories.
D.C. Generators. - Essential components and constructional features. Shunt series and compound dynamos and their characteristics. Causes of sparking Interpoles; Commutators and their maintenance. Carbon brushes-their adjustment and care. Methods of Voltage regulation, conditions for parallel operation, simple associated switch board and its accessories.
Batteries. - Primary cells, Dry cells. Storage or secondary batteries or accumulators and their installation. Lead acid-cells. Nickel iron or alkaline cells. Initial and subsequent charging of batteries. Charging circuits and their calculations-Series and parallel circuits. Maintenance of Batteries. Use of Hydro meters.
A.C. Motors. - Theory of Induction (squirrel cage and slip ring type) synchronus and commutated motors, their uses, installation, method of starting and speed control and reversal of direction.
D.C. Motors. - Theory of series, shunt and compound wound type motors, their uses, installation, method of starting and speed control and reversal of direction.
A.C. Circuits. - Knowledge of vectors phase and phase difference. Resistance, Inductance and Capacitance in an A.C. Circuit. Periodicity or frequency. Power and Power-factor. Single phase and three phase systems. Star and delta connections. Phase sequence.
Controlling and Regulating Gear. - Knowledge of various types of switches and circuit-breakers and cut-outs, starters, regulators, protective devices for both A.C. and D.C. motors and their wiring with the motors.
Transformation. - Knowledge of single phase and three phase transformers, their construction, use and maintenance phasing out. Parallel working. Autotransformer. Transformer tappings. Temperature rise. Instrument transformer.
Conversion. - Principles of operation of motor generator sets, rotary converters, and mercury are rectifiers.
Transmission and Distribution. - (a) Overhead lines. - Simple calculations and general principles of construction of low, medium and high pressure lines, size of conductors, cross arms, effect of temperature, wind pressure, ice and snow; tension on wire insulators, brackets, stays, struts, guard wires and other protective devices. Earthing lightening arrestors and lighting conductors and their testing. Testing and fault location
(b) Underground cables. - Simple calculations and general principles of laying cables direct in ground, in troughs and pipes; handling, bending, jointing, plumbing, under ground and above ground junction boxes. Distributing board and pillars. Joint box compound melting of compounds, and filling boxes with compounds. Testing and fault location.
Illumination. - Metal filament lamps. Fluorescent lamps circuits. High voltage luminous tube sign installations. Photo metric Units and simple measurements. General requirements of efficient lighting and its elementary calculations. Street lighting. Time switches.
Safety Rules. - Working knowledge of-
(i) The Indian Electricity Rules.
(ii) Wiring Rules.
Protection and restoration of persons suffering from electric shock.
Paper II-Electricity Utilisation
Domestic installations -
Wiring. - Wiring layouts of different types such as cleat, metal sheathed wood casing and capping. Cab Type sheathed, conduit and armoured cable for lighting and power installations in residential premises together with necessary switchgear. Estimates of materials and cost of different types of installations, wiring of temporary installations and portable appliances.
Circuit Diagrams. - Electrical connections of various circuits for-
(i) house wiring including those for main and sub-distribution Boards, switches and cut-outs etc. together with the load statement for each circuit.
(ii) Lifts with their safety devices.
Apparatus. - Installations and maintenance of heaters, cookers, refrigerators, and other domestic appliances, electric bells and indicators, small motors for pumps and electric lifts.
Energy measurement and charges. - Energy meters both D.C.and AC. for house service.
Simple calculations relating to cost of energy. Elementary knowledge of methods of charging for energy.
Testing and fault attendance. - Detection and location of faults in domestic appliances and wiring installations. Insulation and continuity tests. Rectification of faults. Tests for insulation resistance to earth. Earth testing.
Protective devices. - Elementary knowledge of the use of fuses and cutouts. Earthing of domestic appliances, motors, etc. Use of lightning arrestors.
Industrial Installations. -
Wiring. - Wiring layouts of different types such as cleat, wood casing and capping, metal sheathed, cab type sheathed, conduit and armoured cable for lighting and power installations in industrial premises together with the necessary types of installation. Wiring of temporary installations and portable appliances.
Circuit Diagrams. - Electrical connections for-
(i) D.C. and A.C. generators, switch-boards, transformers.
(ii) Main and sub-distributing boards with circuit breakers, switch-fuses units with load statement for each circuit.
(iii) D.C. and A.C. motors, their starters, regulators.
(iv) Battery charging equipment.
(v) Converting machinery
(vi) Lifts and their safety devices.
Pump Installation. - General principles and elementary calculations of head, power and energy requirements.
Apparatus. - Installation and maintenance of generators, electric motors, electric lifts, electric furnaces, electric welding plants, haulage and winding machines, cooling and heating appliances.
Power and Energy Measurement and Charges. - Measurement of power Watt-meters, energy meters, both D.C. and A.C., power factor correction by capacitors.
Simple calculations relating to cost of power and energy. Elementary knowledge of methods of charging for demand and energy.
Testing and fault attendance. - Detection and location of faults in D.C. and A.C. generators, motors, overhead distribution lines and undergrounds cables, electric instruments and apparatus and wiring installations; Rectification of faults, Insulation and continuity tests. Tests for insulation resistance to earth. Earth testing.
Protective devices. - Elementary knowledge of earthing of generator motors, machines, installations and appliances Use of lighting arrestors, fuses, including higher rupturing capacity fuses, cut- outs, circuit breakers. Over-load and non-volt protection; thermal trips. Field breaking switches and over-speed protection.
[Paper-III-Installation, Testing and Maintenance of Electrical Installations]
Indian Electricity Act, 1910 - Only Sections 2, 12, 18, 21, 22, 24, 26, 28, 30, 33, 34, 36, 39, 50, 51, 53 and 54 of the Act and clauses VI, VII and VIII to XIII of the Schedule.
Indian Electricity Rules, 1956. - All rules excluding CHAPTER III, IX, X and Annexure I to VII and X to XII.

Power and Energy Measurement and Charges. - Measurement of power, watt meters, energy meters both D.C. and A.C., power factor correction by capacitors. Simple calculations relating to cost of power and energy. Elementary knowledge relating to cost of power and energy. Elementary knowledge of methods of charging for demand and energy.
Testing and Fault attendance. - Detection and location of earth or other faults in electrical apparatus and cables, low voltage and remote control circuits. Insulation and continuity tests, Rectification of faults. Tests for insulation resistance to earth. Testing of leakage protective device. Earth testing and its continuity.
Flexible training cables for portable and transportable apparatus. - Knowledge of different types of flexible cables including pliable armoured cables, their installation, maintenance, fault detection efficient repairs by vulcanised joints and testing. Safety and protective devices-Knowledge of earthing of metal frames of machineries, Use of HRC cartridge fuses in circuit breakers as back up protection overload, no volt and earth leakage protection of circuit breakers and starters.
Safety Rules. - Working knowledge of the Indian Electricity Rules, 1956 with particular reference to Chapter X.
Oral and Practical Test
An oral and practical test based on the syllabus for written papers will be held.
- Wiremen's Examination.- (A) Wiremen's examination will be entirely oral and practical and will be based on the syllabus below :
The examination will be divided into five parts and certificates to successful candidates will be issued in five classes as follows :
Class I-General to candidate passing........................Parts I to V
Class II-Domestic to candidate passing....................Parts I and II
Class III-Industrial to candidate passing....................Parts I and III
Class IV-Overhead to candidate passing.................Parts I and IV
Class V-Underground to candidate passing............Parts I and V
(B) Syllabus.
Part I
(a) Ascertaining the size of wires for connected load.
(b) Testing such as use of test lamps, bell and battery, standard wire gauge, use of meggar, earth tester testing for faults, methods of testing polarity and phasing out circuits.
(c) Artificial respiration treatment.
(d) Connections of various types of instruments in the circuits
(e) General knowledge of the Indian Electricity Act and Rules made thereunder.
(f) Ohm's Law.
(g) Difference between AC and DC supply.
(h) Use of standard wire gauge.
(i) Diagram for distribution circuits.
Part II
Method of erection of following system of wiring :-
(1) cleat wiring, (2) wood casing, (3) Lead Covered, (4) C.T.S. System, (5) Conduit system.
Earthing domestic wiring, lamps controlled from two or three places three pendent lights with twin knob switch, two lamps in series or parallel. Detailed wiring diagram of installations with estimates,
Wiring of fans and other consuming devices including electric bells and indicators.
Common faults in fans and regulators.
Methods of carrying bare, lead covered and T.R.S. wires over head for short distance.
Straight and tee joint in standard insulated wires.
Part III
Installations and connection of the D.C. generators with voltage regulators, D.C. Motors with various types of starters, Installations and connections of A.C. single phase and Poly-phase generators with voltage regulators, A.C. Motors rotary convertors with starting and control gears, Installation and connection of transformers and condensors.
Part IV
Erection of poles, stays, length of span guard wires, safety devices, earthing, lightening arrestors and various types of conductors, joints and soldering, spacing of conductors and sag.
- Exemption from appearing for the Examinations.- [(1) (A) The Board may exempt a candidate from appearing in the Supervisor's examination if he holds a degree or diploma in Electrical Engineering recognised by the Board for this purpose and (a) has subsequent practical experience for not less than two years or (b) has undergone such training as has been approved by the Board :
Provided that the candidate who has not completed 45 years of age shall have to pass Paper III or Paper IV, prescribed in Regulation 17, as the case may be.]
(B) Notwithstanding anything contained in Regulation 11, the Board may conduct additional examinations in Paper III and Paper IV at such places and on such dates as it deems necessary.
(2) The Board may exempt a candidate from appearing for any or all parts of the wireman's examination if the candidate holds such Technological certificate as may be recognised by the Board for this purpose and has worked at least for two years on wiring and/or other electrical installation work under a licensed Electrical Contractor in Madhya Pradesh; or
[(a) has other practical experience; or
(b) has undergone such training; as may be considered satisfactory by the Board.]
[20. Grant of certificate of competency and permit to Supervisors. - Every candidate who passes the examination for Supervisor or who is exempted from appearing for such examination shall be granted a certificate of competency in Form 'C' or 'D' as the case may be, and a permit in Form 'E'.
- Grant of Certificate and Permits to Wireman.- Every candidate who passes the examination of wireman or is exempted therefrom shall be granted a certificate in Form 'F' or 'G' and a permit in Form 'H'.]
- Grant of Duplicate of certificate of competency and permit to supervisors and certificates or permits to wireman.- A duplicate of certificate of competency or permit of supervisor or certificate or permit of wireman shall be issued on payment of the prescribed fee and on production by the applicant of proof of the loss of the original certificate or permit to the satisfaction of Secretary together with two latest copies of the applicants bust photograph [51 x 6 milimeters](in case of permit only) one of which shall be signed by him.
- Withdrawal or suspension of permits.- Every permit granted under these Regulations shall be liable to be withdrawn or suspended for such period as the Board may decide, if the holder thereof is found guilty of any condition of his permit or any mal-practice under these Regulations.
23A. [Omitted]
- Licences to Electrical Contractors
- (1) No person shall act as an electrical contractor except under a licence granted under these regulations.
[(2) No licensed electrical contractor shall undertake any work for which he is not authorised under his licence.]
- Application for Contractor's Licence.- An application for the Licence shall be made in Form T.
[26. (1) [An appropriate licence of the Class 'A' and 'B' shall be granted in Form 'J' on payment of prescribed fee to a contractor who satisfies the Board that-]
(A) He or is to be regularly engaged in the business of electrical installation work and maintains the testing instruments specified in the Schedule.
(B) He (if the contractor is a registered firm, a working partner thereof, if a Co-operative Society, a working Secretary thereof) possesses or has in regular full time employment staff possessing the following certificate and permit :
(i) For A Class licence. - A certificate of competency and permit for supervisor granted under Regulation 20,
[(ii) For 'B' class licence. - A certificate of competency and permit for supervisor granted, under Regulation 20 and/or a certificate and permit of wireman for domestic and industrial installation issued under Regulation 21;]
(iii) [Omitted]
(C) His entire staff consists of full time Wireman holding permits granted under Regulation 21.
[(D) The testing instruments required under sub-clause (A) are not those which are registered with the Board in the name of another contractor who holds a licence or whose licence stands suspended under Regulation 31.
(E) The licence, if granted, shall not be used by one whose licence stands cancelled or suspended under Regulation 31.]
(2) (a) Conditions laid down under clause (1) shall be fulfilled by the contractor at all times during the period the licence remains in force.
(b) The licence shall be deemed to be suspended immediately the contractor ceases to fulfil any of the conditions under clause (1).
(c) If the licence remains suspended under sub-clause (b) for a continuous period of more than six months, it shall be treated as cancelled.
(d) On application from the contractor and payment of prescribed fee a change in the Class of licence may be made if the conditions for issue of a licence of the new class are fulfilled].
[(3) Apprentices. - (a) In addition to the permit holder staff, a contractor may engage apprentices for training purposes.
(b) The number of apprentices engaged, excluding those holding such technological certificates as may be recognised by the Board for this purpose and two others shall not exceed two for each full time permit holder staff working with the contractor.
(c) On engaging an apprentice, the contractor shall get him registered with the Board within seven days and shall furnish such particulars as may be required. A fee of Rs. 2.00 shall be payable for registration of each apprentice. Apprentices already engaged shall be similarly got registered within one month of the date of enforcement of this clause.
(d) The primary purpose of engaging an apprentice is to train him for obtaining permit, of the licensing Board. Hence after two years apprenticeship the contractor shall arrange for the apprentice to appear in the examination or obtain an exemption as the case may be. An apprentice who is not able to obtain the permit within four years of his registration shall be debarred from continuing as an apprentice with any of the contractors.
(e) Where more than fifty per cent of the apprentices engaged by a contractor are unable to obtain the permits within the period specified in clause (d) it shall be presumed that the contractor is unable to train his apprentices properly and the maximum number of apprentices that can be engaged by him may be reduced to such a limit as may be decided by the Board.]
(4) Register of staff. - Every contractor shall maintain a register in Form 'K' of all Supervisors, wiremen and apprentices employed by him. Such registers shall be open to inspection on demand by the Electrical Inspector to the Government or his representatives. No person whose name is not entered in such register shall be considered to be on his wiring staff.
(5) To keep instruments in good order. - Every contractor shall keep the instruments required under schedule in good working order. The instruments shall be open to inspection by the Electrical Inspector to Government or his representatives on demand.
[(6) Notice of termination of service. - If a holder of a permit for supervisor and/or wireman leaves the service of a licensed electrical contractor, the termination of the service shall be notified to the Secretary both by the contractor and the permit holder. The contractor shall also notify the name and certificate number of the Supervisor and/or wireman engaged under clause (1) in place of the outgoing permit-holder].
[26A. Temporary Licence. - (1) A temporary licence for a specified work and for a period not exceeding six months may be issued on payment of prescribed fee to a contractor who holds-
(a) a licence from any other State and is competent thereunder to carry out similar work in that State.
(b) 'A', 'B' Class licence for one revenue district and desires to undertake the work in another district.
(2) Temporary Licence granted under clause (1) may be extended by another six months on payment of prescribed fee.]
[26B. Jurisdiction of Contractors Licence. - The licence issued under Regulation 26 shall be operative within the areas shown below :

- Mode of Contract.- Every contract for electrical installation work undertaken by a licensed contractor shall be in writing and the licensed contractor shall be held responsible for the quality of all materials used, the manner in which the material is employed and the workmanship.
A contractor shall record all contracts so undertaken on a register in Form 'L' which shall be open to inspection by Electrical Inspector to Government or his representative.
The contractor shall not commence any work under any contract without notifying in writing to the Electrical Inspector.
[28. [Work completion Report]. - After completion of an electrical installation work, the permit-holder employed by the contractor under Regulation 26 (1) (b) shall test the installation and a [work completion report] shall be submitted to the owner of the installation and the electric supply authorities duly signed by the permit holder and countersigned by the Contractor].
[28A. Rectification of defect. - (1) Notwithstanding the submission of work completion report under Regulation 28, the contractor shall promptly rectify any defect noticed before the expiry of a period of three months from the date of commencement of supply or from the date on which the work is commenced.
(2) The contractor shall, on the expiry of the period aforesaid, inspect the work and test the installation and rectify defects found, if any, and submit a test report to the owner of the installation and electricity supply authority in such form as may be prescribed by the Board.
(3) On submission of the test report, the contractor shall not be held responsible for any defect in the installation except such defects or violation of rules which are attributable to his negligence or improper workmanship and noticed before the expiry of a period of three months from the date of submission of test report under clause (2).]
[29. Period and Renewal of Contractor's Licence. - Every electrical contractor's licence granted or renewed under these regulations shall expire at the end of the last calendar year within three years from the date of issue or renewal and shall be renewed thereafter for the period of each three years.
Applications for renewal together with the challan in support of having deposited the renewal fee, declaration of the staff in Form 'M' and the test certificate for instruments in Form 'N' shall be submitted to the Secretary atleast one month before the date of expiry of licence. A licence not renewed before the date of expiry will be treated as suspended and licence remaining unrenewed for six months after the date of expiry shall be treated as cancelled and a fresh licence will have to be taken after that period:
Provided that the valid 'C' Class contractor licence issued prior to the enforcement of these amendments can be renewed on payments of prescribed fee and conditions as applicable under previous regulations for the period ending on 31st December, 1991, but that such licence after renewal shall be valid for the revenue district only for which it is endorsed.]
- Grant of Duplicate Contractor's Licence.- A duplicate copy of a licence granted to a contractor -under these regulations shall be issued on payment of the prescribed fee and on production of proof of the loss of original licence to the satisfaction of the Secretary.
- Cancellation or Suspension of Contractor's Licence.- The Board may cancel or suspend contractor's licence if in the opinion of the Board the holder thereof has committed a breach of these regulations.
- Malpractice or Negligence by Contractor, Supervisor or Wireman.- If a Contractor, Supervisor or a Wireman is found guilty of malpractice or negligence, the Secretary shall report the fact after due investigation to the Board. Board may take such decision as deemed fit which shall be final.
- A register of all licensed Electrical Contractors, Supervisors and Wiremen holding permits issued under these Regulations shall be kept by the Secretary.
- Fees
[34. Fees. - The following fees are prescribed to be levied under these regulations :-

Recognition of Certificate of competency of Supervisor issued by other States. - The Board may recognise the certificate of supervisor issued by such other States as in the opinion of the Board have adopted syllabus not of a lower standard, prescribed under Regulation 17 for supervisor's examination.
It shall, however, be necessary for the candidates to appear in such papers, the equivalent of which in the opinion of the Board have not been prescribed by other States for such supervisor's examination.]
