Rules for the Award of Contributory Scholarship for Training for Commercial Pilot Licence at bases/branches of Flying Club in the State of Madhya Pradesh, namely:-

  1. Short title.- These rules shall be called The Madhya Pradesh Award of Contributory Scholarships for Training for Commercial Pilot Licence Rules, 1993, and shall come into force from the date of issue.
  2. Scope.- These rules shall govern award of Contributory Scholarships for Training at the bases/branches of flying club in the State of Madhya Pradesh.
  3. Eligibility.- Only those candidates shall be eligible for Award of Scholarships-

(i) Who are the bona fide residents of Madhya Pradesh.

Explanation. - Bona fide resident, for the purpose of these rules means a person who so defined by Government orders issued in this behalf, from time to time.

(ii) Age limit. - Must be unmarried and below 24 years of age, in case of candidates belonging to General Category, and 29 years of age in case of candidate belonging to Scheduled Castes/Scheduled Tribes. On the 1st July of the Calendar Year in which applications for selection of candidates for award of Scholarships are invited.

(ii) Minimum Educational Qualifications. - Must have passed at least 10 + 2 or Intermediate Examination in IInd Division with Mathematics and Physics.

(iv) Flying Experience. - Must hold a valid Indian Private Pilot Licence issued by the D.G.C.A. Government of India, with a minimum of 60 hrs. flying experience inclusive of 30 hrs. as Pilot-in-Command.

  1. Selection.- Selection of the candidate will be on the basis of their performance in the written test as well as interview to be conducted at the specified centre. The written examination will be held in the following subject-

(a) Air regulations, air navigation, aviation meteorology and aircraft and engine (General) as per the syllabus and standard required for obtaining Private Pilot Licence.

(b) General Knowledge/intelligence test.

Candidate who qualify in written test are interviewed by a selection board consisting of the following members ;-

(1) Director of Aviation, Government of Madhya Pradesh Chairman
(2) Addl./Dy. Secretary, Government of Madhya Pradesh Aviation Member
(3) Hon. Secretary, Madhya Pradesh Flying Club, Indore Member-Secretary
(4) Controller of Air-worthiness, Representative of D.G.C.A. posted in Bhopal (Madhya Pradesh) Member
(5) Senior Most Chief Flight Instructor, Madhya Pradesh Flying Club Member

(c) The marks assigned during the interview to the candidate will be added on to the marks obtained by them in the written test and ranked first 3 candidate on Merit basis with 2 candidates for waiting list.

  1. Medical Test.- The selected candidates will have undergo a Medical Test and shall satisfy the Standard of Physical Fitness as prescribed in the Aircraft Rules for the issue of Commercial Pilot Licence. In case any rejection on account of Medical Test, the next candidate from waiting list will be taken into consideration.
  2. Value of Scholarship.- Value of each scholarship per flying hour shall be determined by the State Government, from time to time, and it shall be limited a maximum of 125 flying hours. Total duration of flying will be 175 hrs. out of which scholarship for last 125 hrs. will be awarded by the State Government and first 50 hrs. non-subsidised flying will be completed by candidate, at his own cost:

Provided further that candidate belonging to Scheduled Castes/Tribes, scholarship for 175 hrs. will be awarded by the State Government.

  1. Number of Scholarships.- The number of Scholarships to be awarded in any financial year shall be four only out of which one shall be reserved for the candidate belonging to Scheduled Castes/Tribes. If candidate belonging to Scheduled Castes/Tribes not available, the scholarship reserved so shall be carried over to the next financial year.
  2. Duration of Training.- Duration of training will be one year from the date of its actual commencement which may be further extended for a sufficient period with the prior approval of the State Government for good and sufficient grounds.
  3. Mode of payment of Scholarships.- The amount of flying scholarship payable for candidate shall be paid directly to the Madhya Pradesh Flying Club, by the State Government on production of flying bills and other details, etc. by the club.
  4. Selected candidate to be subject to rules of the Club.- The selected candidates shall become members/cadets of the Club while undergoing training shall observe all the rules and regulations laid down by the Club for such Members. They shall pay their Membership, Medical Examination, Technical Examination and such other fees as may be prescribed by the Flying Club.
  5. Termination of Scholarships.- The candidate shall show satisfactory progress in their training. The Scholarships may be withdrawn at any time and training of the candidates terminated for unsatisfactory progress and for such other reasons as the State Government may deem fit to assign. The orders of State Government in this behalf shall be final.
  6. Liability of candidate on withdraw of Scholarship.- Any Scholarship holder whose scholarship has been withdrawn and his training terminated under Rule 11 above or who discontinues his training before completion of the same shall be liable to refund to the State Government the entire amount or any part thereof spent towards the training of the candidates. The orders of the State Government passed in this behalf shall be final.
  7. The liability of State Government.- The State Government of Madhya Pradesh shall not be held liable in respect of any accident or risk to the trainees, arising out of or connected within training whether caused by the negligence of any person or otherwise, as the case may be.
  8. Liability of candidates.- The candidates who are awarded scholarships shall have to undertake to bear themselves payment of the difference if any, between the flying fees payable under scholarship scheme and the actual rate of flying fees payable to the club at the rate fixed, from time to time, by the Civil Aviation Department.
  9. Candidate to execute agreement.- Candidates who are awarded scholarship shall execute an agreement (Security Bond) binding themselves and two sureties jointly and severally to undertake payment of the difference in the flying fees to the Club under Rule 14 and to refund to Government the amount spent by the State Government towards the training under these rules in the event of the forfeiture of the Scholarship or on their deciding to discontinue their training in the said Flying Club.
  10. Interpretation.- If any question arises relating to the interpretation of these rules, it shall be referred to Government whose decision thereon shall be final.
  11. Relaxation.- Nothing in these rules shall be construed to limit or abridge the power of the Governor to deal with the case of any person to whom these rules apply in such manner as appear to it to be just and equitable :

Provided that the case shall not be dealt with any manner less favourable to him than that provided in these rules.

  1. Repeal and Saving.- All rules corresponding to these rules and in force immediately before the commencement of these rules are hereby repealed in respect of matters covered by these rules :

Provided that any order made or action taken under the rules so repealed shall be deemed to have been made or taken the corresponding provisions of these rules.
