The Punjab Compulsory Service Rules, 1961

  1. Short title.- These rules may be called the Punjab Compulsory Service Rules, 1961.
  2. Preparation of lists of persons and hearing of objections thereto- Section 5 and 8(1).- (1) After a notification is issued under sub-section (1) of section 3 of the Act Development Officer of the notified area shall cause to be prepared lists of those persons in the notified area who are liable to render compulsory service under provisions of the Act. The nature of service, whether skilled or unskilled, which each person shall be required to render, shall also be indicated in the lists ;

Provided that separate list shall be prepared for each village or town in the notified area.

(2) A copy of the list prepared in accordance with the provisions of sub-rule (1) shall be sent to the Panchayat or other local body concerned and shall also be posted at such conspicuous places in the village or town to which the list pertains, as the Development Officer shall think fit.

(3) Within fifteen days of the date of posting of the list under sub-rule (2) any person, whose name appears in the list, may file an objection with the Development Officer with regard to any entry made in the list.

(4) After the expiry of the period allowed for making objections under sub-rule (3) the Development Officer shall decide the objections received under the aforesaid sub-rule after making such summary inquiry as he deems necessary :

Provided that if any person is to be exempted from rendering compulsory service on any of the grounds specified in sub-clause (ii) of clause (e) of section 2 of the Act, the Development Officer shall record his reasons for allowing such exemption.

  1. Notice to persons liable to render compulsory service.- Section 8(1). - The Development Officer shall, at least twenty-fours before the time at which compulsory service is required to be rendered, given notice to the person whose names appear in the final list prepared under sub-rule (4) of rule 2, by beat of drum in the village or town concerned. Such notice shall indicate the names of persons liable to render compulsory service, the date on which the time during which and the place where the compulsory service is to be rendered. At the same time a copy of the notice shall also be sent to the Panchayat or other local body concerned.
