G.S.R. 678(E), dated 12th November, 1991 - In exercise of the powers conferred by section 66 read with section 19 and section 20-of the Indian Veterinary Council Act, 1984 (52 of1984), the Veterinary Council of India with the previous approval of the Central Government here by makes the following regulations, namely :- 1. Short title and commencement.-{I) These regulations may be called the Veterinary Council of India (Inspectors and Visitors) Regulations, 1991. (2) They shall come into force with immediate effect. 2. Definitions - (1) In these regulations, unless the context' otherwise requires,- (a) 'Act' means the Indian Veterinary Council Act, 1984 (52 of 1984);

(b) 'Executive Committee' means the Executive Committee constituted under subsection (1) of section 12 of the Act;

(d) 'President' means the President of, Veterinary Council of India elected under sub-section (4) of section 3 of the Act;

(e) 'Secondary' means the Secretary of the Veterinary Council of India appointed under sub-section (1) of section 11 of the Act;

(f) 'Visitor', means a visitor appointed wider sub-section (1) of section 20 of the Act.

(2) Words and expressions used in these regulations and not separately defined above shall have the Same meaning as in the Act. 3. Inspection of Veterinary Colleges, hospitals and institutions and examination held by a University, Board or other veterinary institution. - (1) The Veterinary Council of India shall appoint not less than three inspectors to inspect Veterinary Collage, hospital or other institution where veterinary education is given or to attend any veterinary examination held by any University, Board or other veterinary institution. (2) It shall be the duty of the Secretary to ascertain periodically from the University, Board or other veterinary, institution conducting veterinary examination, the date and place of every such examination which may be inspected by the Veterinary Council of India. 4. Appointment of Inspectors. - (1) No person shall be appointed as an inspector unless the possesses the following qualifications, namely :- (a) (i) a recognised veterinary qualification included in the First Schedule of the Act,

(ii) a recognised veterinary qualification included in the Second Schedule of the Act.

(b) (i) must have atleast five years teaching experience in a veterinary institution.

(ii) twelve years professional standing

(iii) ten years professional standing with three years experience as veterinary examiner

(2) Every inspector shall receive from the President a commission in writing under the seal of the Council and the commission shall specify the veterinary college, hospital or other institution where veterinary education is given the veterinary examination conducted by the University, Board or other veterinary institution which is required to be inspected by him and he shall report to the Executive Committee thereon. (3) An inspector shall not accept hospitality from any veterinary college or from examiners or from any official of the University, Board or other institution conducting veterinary examination. (4) An inspector commissioned by the Veterinary Council of India shall be paid travelling allowance and other allowances as prescribed for the members of the Council tor attending its meetings (5) No member of the Veterinary Council of India of shall be appointed as an inspector. 5. Procedure of inspection. - Every inspector shall comply with the following requirements, namely :- (a) to make himself acquainted with such previous report on the facilities for teaching' existing at the veterinary college, hospital or other institution where veterinary education is given and with the qualifying examination or veterinary examination conducted by the University, Board, Veterinary institution which he is appointed to inspect, as the President may direct and with the remarks of the body conducting the examinations, the institutions authorities and observations of the Council thereon;

(b) to attend personally every examination which he is required to inspect and to insect veterinary colleges, hospitals and other institutions where veterinary education is given in regard to matters like staff, equipment, accommodation, training and other facilities for veterinary instruction and training but shall not interfere with the conduct thereof.

6. Duties of Inspectors. - (1) In furnishing the report to the Executive Committee under sub-regulation (2) of regulation 4, it shall be the duty of an inspector to give his opinion categorically about the sufficiency or otherwise of each examination and also to record therein his specific opinion whether- (a) the examination was properly conducted;

(b) the questions for such examination were framed having regard to the standards of the education imparted; and

(c) the teaching facilities available in the veterinary college, hospital or other institution in which veterinary education is given are sufficient.

(2) The report referred to in sub-regulation (1) shall : (a) set forth all necessary particulars as to the questions proposed in the written, oral and practical parts of each examination inspected by the inspector, the cases and appliances provided for clinical and practical examinations, the arrangements made for invigilation, the method and scales of marking, the standard of knowledge shown by successful candidates and generally all such details as may be required for adjudicating on the scope and character of the examination;

(b) include a brief record of Hie actual time spent by the inspector in inspecting each examination on each day of his inspection;

(c) include information relating to teaching facilities, equipments, accommodation and staff existing at such colleges, hospitals and institutions and other sections attached to them.

(d) indicate the extent to which the recommendations of the Veterinary Council of India in regard to examinations have been carried out in the case of each examination inspected by him and also the extent to which the educational regulations of the Veterinary Council have been given effect to in the education of the students in the particular subject or subjects with which the inspector is concerned in the institution; and

(e) compare the proof copy of his report on receipt from the Secretary with the original and correct, sign and return it to the Secretary for preservation in the records of the Council as the authentic copy Of the report.

7. Consideration of the reports. - (1) Every report of an inspector shall be printed under the direction of the President and a copy of such report shall be referred to the Executive Committee for consideration and report to the Veterinary Council of India. A copy of the report shall be supplied to each member of the Executive Committee. (2) Reports of inspectors shall be confidential unless in any particular case the Council shall otherwise direct. (3) As soon as a report by an inspector has been printed, sufficient number of copies thereof marked 'Confidential', unless in any particular case the Council otherwise directs, shall be forwarded to the concerned veterinary college hospital, institution or the concerned University, Board or veterinary institution with the request that it shall furnish to the Counsel is remarks, if any, within thirty days of the receipt of the report by it. (4) Every report of an inspector with the remarks of the veterinary college, hospital or institution inspected or of the University, Board or other veterinary institution which conducted the examination shall he supplied to each member of the Council and shall be considered by the Council at the next meeting together with the observations of the Executive Committee thereon. (5) A copy of every report Of an inspector with the remarks of the veterinary college, hospital or institution inspected or of the University, Board, or other veterinary institution which conducted the examination, as the case may be, and the observations of the Executive Committee, thereon. shaH, after approval Of the Veterinary Council of India, be forwarded to the Central Government. 8. Visitor to inspect veterinary colleges, hospitals and institutions and examinations held by a University, Board or other veterinary institution. - The Council shall appoint such number of visitors as it may deem requisite to inspect any veterinary college, hospital or other institution where veterinary education is !riven or to attend an examination held by any University, Board or other veterinary institution therefor. 9. Appointment of visitor. -(1) Subject to the provisions of sub-section (2) of Section 20 of the Act, a visitor may be;- (a) a member of the Council or

(b) a person who is or has been a teacher of any institution conferring veterinary diploma or degree included in the First or Second Schedule to the Act; or

(c) a person who has acted as an examiner in a veterinary diploma or degree course included in the First or Second Schedule to the Act; or

(d) a person who possesses veterinary diploma or degree (after undergoing a court of study) in veterinary included in the First 01 Second Schedule to the Act and having at least ten years professional standing. (2) No person who is appointed as an inspector for any inspection or examination shall be appointed as, a visitor for the same inspection or examination.

(3) A visitor who is a member of the veterinary council of India shall not receive any remuneration but shall be paid travelling and other allowances as for attending the meeting of the Veterinary Council of India. (4) A visitor who is not a member of the Veterinary Council of India shall be paid travelling and other allowances a9' prescribed for the members of the veterinary Council of India for attending its meetings. (5) A visitor shall not take part in the inspection of any veterinary college, hospital or other institution where veterinary education is given and where he is a teacher and of any examination held by any University, board or other veterinary institution where he is an examiner. (6) Every visitor shall receive from the President a commission in writing under the seal of the Veterinary Council of India and the commissioner shall specify the veterinary college, hospital or other institution where veterinary education is given and the examination held by any University, Board or veterinary institution which he is required to visit. 10. Duties of visitor - (1) In furnishing the report etc the President it shall be the duty of a visitor to give his opinion categorically about the sufficiency or otherwise of each institution examination inspected by him and also to record therein whether; (a) the examination was properly conducted;

(b) the questions for such examination were framed having regard to the Standards of the education imparted, and

(c) the teaching facilities available in the veterinary college, hospital or other institution in which veterinary education is given are sufficient.

(2) The report referred to in sub-regulation (1)above shall; (a) set forth all necessary particulars as to the, questions proposed in the written, oral and practical parts of each examination inspected by the visitor, the cases and appliances provided for clinical and practical examination, the arrangements made for invigilation, the method and scales of marking the standard of knowledge show by successful candidates' and generally all such details as may be required for adjudicating on the scope and character of the examination;

(b) include a brief record of the actual time spent by the visitor in inspecting each examination on each day of his inspection;

(c) include information-relating to teaching facilities, equipments, accommodation and staff existing at such colleges, hospitals and institutions and other sections attached to them;

(d) indicate the extent to which the recommendations of Veterinary Council of India in regard to examinations have been carried out in the case of such examination inspected by him and also to what extent the educational regulations of the Veterinary Council of India have been given effect to in the education of the students in the particular subject or subjects with which the visitor is concerned in the institution; and

(e) compare the proof of his report on receipt from the Secretary with the original and correct, sign and return it to the Secretary for preservation in the records of the Council as the authentic copy of the report.
