In exercise of the powers conferred by section 4-B of the Electricity (Supply) Act, 1948 (54 of 1948), the Central Government hereby makes the following rules, namely:— 1. Short title and commencement .—(1) These rules may be called The Central Electricity Authority Rules, 1977. (2) They shall come into force on the date of their publications in the Official Gazette. 2. Definitions .—In these rules, unless the context otherwise requires,— (a) “Act” means the Electricity (Supply) Act, 1948 (54 of 1948);

(b) “Authority” means the Central Electricity Authority constituted under section 3;

(c) “section” means a section of the Act.

3. Functions and duties of the Authority .—In addition to the functions and duties mentioned in particular in sub-section (1) of section 3, the functions to be exercised and the duties to be performed by the Authority shall be the following, namely:— (a) co-ordination of research and development in the power engineering field;

(b) evaluation of the financial performance of the State Electricity Branch constituted under section 5 and undertaking of studies concerning the economic and commercial aspects of the power industry as well as analysis of the tariff structure in the power industry;

(c) techno-economic appraisal of power projects;

(d) promotion of inter-State and joint sector power projects.
