The Indo-Tibetan Border Police Force Telecommunication Cadre (Group 'A' And 'B' Posts) Recuitment Rules, 1999

G.S.R. 629 (E) dated 8th September. 1999. - In exercise of the powers conferred by Cl. (b) of sub-section (2) of Section 156 of the Indo Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of (i) the Indo-Tibetan Border Police Telecommunication (Gazetted) Cadre Recruitment Rules, 1991, (ii) Indo-Tibetan Border Police Telecommunication (Non-Gazetted) Cadre Recruitment Rules, 1983, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group 'A' and 'B' post in Telecommunication Cadre in Indo-Tibetan Border Police Force, namely.
- Short title and commencement.- (1) These rules may be called the Indo-Tibetan Border Police Force, Telecommunication Cadre (Group 'A' and 'B' posts) Recruitment Rules, 1999.
(2) They shall come into force on the date of their publication in the Official Gazette.
- Number of posts, classification and scale of pay.- The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
- Method of recruitment, age limit and other qualifications.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified ;.i columns (5) (14) of the said Schedule.
- Disqualification.- No person,
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts;
Provided that the Central government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and the there are other grounds for so doing, exempt any person from the operation of this rule.
- Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
- Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes. Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

From amongst Second-in-Command (Telecom) of Indo-Tibetan Border Police who have rendered [two years] regular service in the grade with a total of fifteen years of Group 'A' Service and being in Medical Category SHAPE-I. By Deputation: Officer's in other Central Police Organisation and State Police holding analogous post and having a degree in Telecommunication Engineering/Electronics with at least one year experience in the line. (The period of deputation including the period of deputation in another ex-cadre post held immediately proceeding this appointment in same or some other organisation or department of the Central Government shall ordinarily not exceed three years). The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. |

By Deputation: Officer's having degree in Telecom Engineering of Electronics or Electrical Communication Engineering or equivalent and having atleast one year experience in Telecommunication work and holding analogous post in other Central Government Departments or Central Police Organisations. (The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other organisation or department of the Central Government shall ordinarily not exceed three years). The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. Note. - Seniors who do not have the qualifying service for promotion but who have completed the probation shall also be considered where the Juniors who have completed the requisite service are being considered. |

By Promotion:
From amongst Inspector (Radio Operator/ Kadio Technician/ Cipher) of Indo-Tibetan Border Police with [three years] regular service in the grade and being in Medical Category SHAPE-I. By Deputation: (i) Persons holding analogous posts on regular basis in State or other Central Police Organisations and having degree in Electronics or Telecommunication Engineering or Electrical Communication Engineering or equivalent and having at least one year experience in Telecommunication work; or (ii) Inspector (Radio Operator/Radio Technician) of State or Central Police Organisation with 5 years regclar service in the grade. (The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other organisation or department of the Central Government shall ordinarily not exceed three years). The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications. By re-employment: Suitable retired or released officers from the Defence Services in the rank of Captain and having degree in Electronics or Telecommunication Engineering or equivalent and having at least one year experience in Telecommunication work. Note: (1) Defence service officers due to retire who are to be transferred to reserve within a ~riod of one year and having the requisite qualification and experience as mentioned above shall alsobe considered. Such persons shall be given deputqtion terms up to the date on which they are due for release/ superannuation from the Armed Forces thereafter they may continue on re-employment. (Re-employment upto the age of superannuation with reference to civil posts). (2) Seniors who do not have the qualifying service for promotion but who have completed the probation shall also be considered when the Juniors who have completed the requisite service are being considered. |
