G.S.R. 551 (E), dated 27th July, 1999. - In exercise of the powers conferred by Cl. (b) of sub-section (2) of Sec. 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo-Tibetan Border Police (Armourer Cadre) Recruitment Rules, 1982, as they relate to posts of Company Commander (Almourer), and Subedar (Armourer), and except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group 'C' posts in Armourer Cadre in the Indo-Tibetan Border Police Force, namely :

  1. Short title and commencement.- (1) These rules may be called the Indo-Tibetan Border Police Force Armourer Cadre (Group 'C' posts) Recruitment Rules, 1999.

(2) They shall come into force on the date of their publication in the Official Gazette.

  1. Number of posts, classification and scale of pay.- The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule armed to these rules.
  2. Method of recruitment, age limit and other qualifications.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.
  3. Disqualification.- No person.

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient is to do, it may be order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect td any class or category of persons.
  2. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes. Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

From amongst Head Constable (Armourer) of the Indo-Tibetan Border Police Force who have rendered 5 years of regular service in the grade with total 18 years of service and have undergone the following courses subject to passing the departmental test and being in medical category SHAPE-1 [as contained in the UO No. I.45020/52/2001 Pers-II dated the 30th January, 2002 issued by the Ministry of Home Affairs and amended from time to time.]
(1) Basic Training (2) Armourer Courses, Grade-I
By Deputation :
From amongst officials of the Central/State Government Departments holding equivalent or analogous posts and having experience in the line.
(Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation /department of the Central Government shall not ordinarily exceed three years). The Maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date or receipt of applications.
If a Department Promotion Committee exists, Circumstances in which the Union Public Service what is its composition's Commission is to be consulted in making recruitment.
