G.S.R. 628(E),dated 8th September, 1999. - In exercise of the powers conferred by Cl. (b) of sub-section (2) of Sec. 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of Indo-Tibetan Border Police (Armourer Cadre) Recruitment Rules, 1982 in so far as they relate to the posts of Company Commander (Armourer) and Subedar (Armourer), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group 'A' and 'B' posts in Armourer Cadre in the Indo-Tibetan Border Police Force, namely :

  1. Short title and commencement.- (1) These rules may be called the Indo-Tibetan Border Police Force,. Armourer Cadre (Group 'A' and 'B' Posts) Recruitment Rules, 1999.

(2) They shall come into force on the date of publication in the Official Gazette.

  1. Number of posts, classifitation and scale of pay.- The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
  2. Method of recruitment age limit and other qualifications.- The method of recruitment to the said posts, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.
  3. Disqualification.- No person

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts.

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
  2. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Casts, the Scheduled Tribes. Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

By Promotion :
From amongst Inspector (Armourer) of the Indo-Tibetan Border Police Force with 5 years regular service in the grade and have undergone Electrical Mechanical Engineers (Assistant Inspector Arms) and being in medical category SHAPE-I.
By Deputation :
From amongst officers of the Central/ State Government holding equivalent or analogous post and having experience in the line.
(Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation /department of the Central Government shall not ordinarily exceed three years). The Maximum limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.
If a Department Promotion Committee exists what is its composition. Circumstance in which Union Public Commission is to be consulted in making recuitment.

Group 'A' Departmental Promotion Committee will consist of. Exempted form the purview of Union Public Service Commission

4. Deputy Inspector General/Chief Administrative Officer, Indo-Tibetan Border Police. - Member.

From amongst Sub-Inspectors (Armourer) who have rendered 3 years regular service in the grade and have undergone the following professional qualification subject to passing the departmental test and being in medical category SHAPE-I.
(1) Basic Training (2) Amourer Course-Grade-I (3) Mobile Ammunition repair course.
By Deputation.
From amongst official of the Central /State Government Department holding equivalent or analogous post and having experience in the line.
(Period of deputation including the period of deputation in another ex-cadre post held immediately pre-eding this appointment in the same or some other organisation/ department of the Central Government shall not ordinarily exceed three years). The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

Group 'B' Departmental Promotion Committee consisting of :- Exempted from the purview of the Union Public Service Commission consultation.
1. Inspector General/ Deputy Inspector General, Indo-Tibetan Border Police Force. -Chairman
2. Deputy General (If not presiding over Departmental Promotion Committee), Indo-Tibetan Border Police Force. -Member.
3. Additional Deputy Inspector General (Logistic and Communication), Indo-Tibetan Border Police Force. -Member
4. Chief Administrative Officer, Indo-Tibetan Border Police Force. -Member
5. Commandant, Support Battalion, Indo-Tibetan Border Police Force. -Member.
