G.S.R. 554 (E), dated, 27th July, 1999. - In exercise of the powers conferred by Cl. (b) of sub-section (2) of Sec. 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo-Tibetan Border Police (Electronic Data Processing Cadre) Recruitment Rules, 1981, the Indo-Tibetan Border Police Force, Sub-Inspector (Auditor) Recruitment Rules, 1988, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group 'C' posts in the Electronic Data Processing Cadre in the Indo-Tibetan Border Police Force, namely :

  1. Short title and commencement.- (1) These rules may be called the Indo-Tibetan Border Police Force, Electronic Data Processing Cadre (Group 'C' posts) Recruitment Rules, 1999.

(2) They shall come into force on the date of their publication in the Official Gazette.

  1. Number of posts, classification and scale of pay.- The number of the said posts, their classification and the scales of pay attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
  2. Method of recruitment, age limit and other qualifications.- The method of recruitment to the said posts, age limit qualifications and other matters relating thereto shall be as specified in columns (5) to (14) of the said Schedule.
  3. Disqualification.- No person

(a) who has entered into or contracted a marriage with a person having a spouse living or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts :

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

  1. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, be order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
  2. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward Classes Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

By Promotion:
From amongst Head Constable (Data Entry Operator) who have rendered ten years service in the grade and being in medical category SHAPE-I.
By Deputation:
(a) Persons holding analogous posts in other Central/ State Government Departments/Organisation with diploma in either two higher level language or one higher level and one assembly language.
OR
Three years' experience as Computer Operator/ Auditor in any Electronic Data Processing Cell/Computer Centre.
(b) Persons holding posts in the pay scale of Rs. 4000-100-6000/- with four years service in the grade or Rs. 3200-85-4900 with eight years experience as Data Entry Operator/Computer Operator in any Electronic Data Proceeding Cell/Computer Centre of Central/State Government Departments.

(The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other Organisation or department of the Central Government shall ordinarily not exceed three years) The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.

Note - The crucial date for determinin the age limit in each case shall be the closing date for receipt of applications from candidates except for those candidates in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman Nicobar Islands and Lakshadweep.
