G.O.Ms. No. 31. - In exercise of the powers conferred by the proviso of Article 309 of the Constitution of India and in supersession of the special and adhoc rules issued in the G.O. Ms. No. 2732, Public (Ser) Department, dated 30-09-1953 and G.O. Ms. No. 134, Irrigation 86 CAD (Services. III) Department; dated 08-09-2015 in respect of the various posts in Irrigation 86 CAD Department and as subsequently amended from time to time, the Governor of Telangana hereby makes the following Special Rules for the Telangana Irrigation Engineering Subordinate Service:-
- Short Title and Commencement.- (1) These rules may be called the Telangana Irrigation Engineering Subordinate Service Rules, 2018.
(2) They shall come into force on, the date of their publication in the official Gazette.
- Categories.- The service shall consist of the following categories of posts namely:-
Category :(1) Assistant Engineer / Technical Officer
Category :(2) Assistant Technical Officer
Category :(3) Junior Technical Officer
Category :(4) Technical Assistant / Provincialized work inspectors
Category :(5) Printing Technician
Category :(6) Lab boy
- Method of appointment.- Subject to the other provisions in these rules, the method of appointment to various categories shall be as follows:

(i) By Direct Recruitment:
(ii) By Promotion (from the category of Assistant Technical Officer having minimum (3) years of Service and possessing minimum educational qualification of Diploma in Engineering in the cadre of Assistant Technical Officer). By promotion from Assistant Technical Officer. The Technical Officer, who possess Diploma qualification shall be converted as Assistant Engineer subject to availability of vacancy for further promotion as Assistant Executive Engineer in accordance with the provisions of Telangana Irrigation Engineering Service Rules, 2018. |
2 | Assistant Technical Officer | By promotion from Junior Technical Officer having minimum (3) years of service as Junior Technical Officer and shall pass the Account Test for PWD Officers and Subordinates. |
3 | Junior Technical Officer | (i) By Direct Recruitment
(ii) By Promotion (a) From Technical Assistant Cadre (i) By promotion from Technical Assistant having minimum (3) years of service in the cadre of Technical Assistant with the minimum educational qualification of Diploma in Civil / Mechanical / Electrical, Engineering. (ii) By promotion from Technical Assistants having minimum (6) years of service with the minimum educational qualification of ITI Draughtsman Civil / Mechanical/Electrical Trade. (b) From Provincialised Work Inspector Cadre (i) By promotion from Provincialised Work Inspector having minimum (3) years of service in the cadre of Provincialised Work Inspector with the minimum educational qualification of Diploma in Civil /Mechanical / Electrical Engineering. (ii) By promotion from Provincialised Work Inspector with the minimum educational qualification of ITI Draughtsman Civil / Mechanical / Electrical Trade having minimum (6) years of service. |
4 | Technical Assistant | (i) By Direct recruitment
(ii) By Promotion from Printing Technician having minimum (5) years of service as Printing Technician. |
Note: (1) On the basis of necessity and requirement, the Government will finalize the Sanctioned strength in each category. In case of Assistant Executive Engineer / Assistant Engineer, the overall sanctioned strength will be considered. However, the vacancies as notified by the department from time to time shall be filled in the ratio of 3:1 between Assistant Executive Engineer and Assistant Engineer, respectively.
(2) Against the vacancies of Assistant Engineer, 70% of the vacancies will be filled by direct recruitment and 30% by promotion from the cadre of Assistant Technical Officer.
(As an example, if 200 vacancies of Assistant Executive Engineer / Assistant Engineer are notified at a time, 150 vacancies will be filled up by Assistant Executive Engineer and 50 by Assistant Engineer. Out of 50 vacancies of Assistant Engineer 35 will be filled up by direct recruitment and 15 by promotion from the cadre of Assistant Technical Officer.)
(3) Against the sanctioned strength of Junior Technical Officer, 70 % of the vacancies will be filled by direct recruitment and 30 % by promotion from the cadre of Technical Assistant / Provincialised Work Inspectors.
In the 30% of promotion quota of Junior Technical Officers, 18% of posts are earmarked for Technical Assistant and 12% for Provincialised work Inspectors. If sufficient number of Provincialised Work Inspectors are not available, the said posts shall be filled by Technical Assistants and vice versa.
(4) The percentage for filling up the posts of Technical Assistant shall be 80% of sanctioned strength by direct recruitment and 20% by promotion from Printing Technician.
(5) The Assistant Engineers who completes minimum (6) years of service in the cadre of Assistant Engineer will be appointed by transfer as Assistant Executive Engineer subject to fulfilling the criteria prescribed in relevant rules. For this purpose, the service rendered in the cadre of Assistant Engineer and Technical Officer put together will be considered.
(6) The Technical Officers who possess minimum qualification of Diploma in Engineering will be considered for appointment by transfer as Assistant Executive Engineer, subject to rendering minimum (6) years of service in the cadre of Technical Officer.
(7) The posts of Provincialised Work Inspector, Printing Technician and Lab Boys, will cease to exist once existing occupants retire or get promoted. No future recruitment will be made for these Categories.
- Rule of Reservation.- Rule:- 22 and Rule 22-A of the Telangana State and Subordinate Service Rules, 1996 as amended from time to time shall be applicable for the Direct Recruitment.
Local reservation shall be applicable as per provisions of the A. P. Public Employment (Organization of local cadres and regulation of Direct Recruitment) Order, 1975.
- Qualifications.- The eligibility / qualification criteria for appointment to the different categories as follows:-

OR Must possess a Trade Certificate in Draughtsman (Civil / Mechanical / Electrical) course of an I.T.I recognized by Government of Telangana and completes (6) years of regular service in the said cadre. |

Note:- (a) The Diploma in Engineering of above mentioned disciplines should be awarded by the State Board of Technical Education or its equivalent qualification recognized by the State Board of Technical Education of Telangana State.
(b) The Bachelor's degree in Engineering of above mentioned disciplines should be from a University in India established or incorporated under a Central Act or State Act or an Institution recognized by the University Grants Commission/ All India Council for Technical Education or AMIE.
(c) The number of posts to be recruited in each discipline will be decided at the time of recruitment by the department based on the requirement / necessity.
- Age.- Rule 12 of the Telangana State & Subordinate Service Rules, 1996 as amended from time to time shall be followed for direct recruitment.
- Minimum Service.- Unless otherwise specified elsewhere in these rules no person shall be eligible for appointment by transfer or promotion unless he/ she has put in not less than (3) years service mentioned in respective categories from which such appointment by transfer or promotion is made.
- Probation.- (1) Every person appointed by Direct Recruitment to any of the posts shall, from the date on which he/she commences probation, be on probation for a total period of two years on duty within a continuous period of three years.
(2) Every person appointed to any of 'the posts otherwise than by Direct Recruitment shall, from the date on which he / she commences probation, be on probation for a total period of one year on duty within a continuous period of two years.
- Training.- Every person appointed by direct recruitment / promotion / appointment by transfer to the posts of Assistant Engineer/Junior Technical Officer, as the case may be, shall undergo, immediately after appointment a course of training for such period and as per such programme and syllabus as may be prescribed by the Engineer-in-Chief (Admn), from time to time.
- Tests.- Direct recruitment: Every person appointed to the post by Direct recruitment to the category of Assistant Engineer shall pass the Account test for P.W.D Officers and Subordinates within the period of probation.
- Unit of Appointment.- For the purposes of recruitment, appointment, discharge for want of vacancy, re-appointment, seniority, promotion, transfer and posting and appointment as full member to the posts specified in column (2) of the Table below the unit appointment shall be as specified in Column (3) thereof:-

- Appointing Authority.- (i) The Engineer-in-Chief (Administration) is the appointing authority for the categories of Assistant Engineer, Technical Officer, Assistant Technical Officer and Junior Technical Officer.
(ii) The Superintending Engineer of concerned Irrigation Circle shall be the appointing authority for Technical Assistants.
- Transfers And Postings.- (i) The Engineer-in-Chief (Administration) shall be the competent authority for the categories of Assistant Engineer, Technical Officer, Assistant Technical Officer and Junior Technical Officer for initial postings and subsequent transfers.
(ii) Engineer-in-Chief (Administration) shall be the competent authority for transfer and postings for the category of Technical Assistant outside the unit and the Superintending Engineer of concerned Irrigation Circle shall be the competent authority for transfer and postings within the unit.
