Notification No. 742/1/2016-01(03)/10/2003, dated 10.10.2016 and published in the Uttrakahand Gazette, Part-1, dated 29.10.2016, pp. 515-524, No. 44. - In exercise of the powers conferred by sub-section (1) of Section 180 of the Electricity Act, 2003 (Central Act 36 of 2003) read with the Regulation 29 of the Central Electricity Authority (Measures relating to safety and Electric Supply) Regulations, 2010 and in supersession of all previous notification and orders, if any, the Government of Uttrakhand hereby makes the following regulations and conditions for the grant of licenses to the electrical contractors:
- Short title commencement and extend.- (1) These rules may be called 'the Regulations and condition for the grant of license to Electrical Contractors, 2016.
(2) It shall come into force at once.
(3) It shall extend to the whole of Uttarakhand State.
- Purpose.- These conditions regulate the issue and renewal of licenses to electrical contractors, in pursuance of the provisions of Regulation 29 of the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010, for execution of electrical installation works.
- Classes of License.- There shall be three classes of Electrical Contractors Licenses 'A', 'B' (scope MV and scope HV) and 'C' which shall be granted by the (Electrical Inspector to Government of Uttarakhand, in form) specified in 'C2', 'C3' and 'C4' respectively and shall be subject to conditions printed thereon.
- Scope.- A contractor holding 'A' class licence shall be eligible to carry out electrical installation works of Low, Medium, High and Extra High voltage installations throughout the State. A contractor holding 'B' class licence, with scope MV shall be eligible to carry out electrical installation works of Low and Medium voltage installations (i.e. upto and including 650 Volts) throughout the state, and a contractor holding 'B' class licence, with scope HV shall be eligible to carry out electrical installation works of Low, Medium and High voltage installations (upto and including 11000 Volts) throughout the State. A contractor holding 'C' class licence shall be eligible to carry out only Low Voltage installation works upto 250 Volts within the district for which the licence is granted to him.

N.B. - (1) Only those materials and accessories which conform to the Indian standard specifications wherever those exist or in their absence such materials as are approved by the Electrical Inspector the Government, Uttarakhand for the purpose, shall be taken into account for valuation of the stock.
(2) If the contractor himself holds a certificate of competency he need not employ a supervisor if he can himself directly supervise the work. He must however, employ required number of permit holder workmen to do the work even if he himself,fields avworkman's permit. (Except in case of a "C" class licence where if the contractor Kfil'ds a workman permit he need not to employ additional permit holder.) Relaxation regarding employment of certificate holder supervisor and permit holder workman shall only be granted to.
