June,28,2017:

More than half of the medical seats under All India Quota will now be reserved for candidates from upper castes.

Reversing principle of reservation for backward communities, over half of medical seats under the All India Quota will now be reserved for the candidates from the upper castes that is the open category students.

Union Health Secretary C K Mishra stated that, "Counselling for the reserved (49.5 per cent) and the unreserved (50.5) category students will happen separately this year".

That is, even high performing candidates from the the BC, SC and ST communities will be accommodated only in 49.5 per cent reserved for them leaving fewer seats for truly backward.

It began with a note in CBSE NEET Information Bulletin 2017 which stated that, "Candidates from the creamy layer and those who do not come under the Central list of OBC are advised to mention their category as Unreserved (UR)."

Until last year, the score cards of the general or the OC candidates had only details about  All India Rank.

But this year, the score cards of the OC candidates carried their 'unreserved' ranks alongside their All India Ranks.

For instance, a student from Tamil Nadu, an Unreserved candidate, had his rank jump from 80,000s in All India Rank to 40,000s in new category - Unreserved.

This will have an effect on 9775 seats that form 15 per cent allocated under All India Quota at 470 medical colleges across the country.

Earlier, the admission for the reserved seats took place only after open quota seats got filled. An SC candidate topping overall ranking in the general category would have resulted in a seat opening up for the another reserved category student.
