Madras High Court banned for several months the sale of unauthorised plots.

Chennai Metropolitan Development Authority (CMDA) has launched a website (www.tnlayoutreg.in) to enable applicants to regularise the unauthorised plots and the layouts made before October 20, 2016 in State.

Through website applicant can create a separate user identity and a password which can be used to track stage of application in future.

This move by Chennai Metropolitan Development Authority comes after State announced a scheme to regularise the unauthorised housing plots after Madras High Court banned for several months sale of unauthorised plots.

After High Court verdict, State Government notified Section 22 A (2), Registration Act of 2009 under the Tamil Nadu Regularisation of the Unapproved Layouts and Plots Rules, 2017 and Tamil Nadu Change of Land Use (from Agriculture to Non-Agriculture purposes in Non-planning Areas) Rules, 2017.

Amended Section 22 A of the Act lays down norms for the transfer of the immovable properties by the way of sale, gift, marriage exchange or lease.

Chennai Metropolitan Development Authority stated that the regularisation process would have to go through two processes.

In first stage, layout will be regularised by the Chennai Metropolitan Development Authority or the Local Planning Authority or the Regional Deputy Directors of the Town and the Country Planning Department concerned who will examine and issue an in-principle approved by layout framework plan to concerned local body.

In second stage, local body concerned will issue the regularisation order and the regularisation plan for plot following in-principle approved the layout framework plan after confirming ownership of plot and collecting balance regularisation charge, including other applicable charges.

There are nearly five to six lakh plots on the illegal layouts which are expected to get a fresh lease of life through Chennai Metropolitan Development Authority's move.
