The above writ petition is filed to declare the action of respondents in not granting Minimum Time Scale to the petitioner and not regularizing his services as Type Writing Mechanic on par with regular employees by granting relaxation to the conditions laid down in Act 2 of 1994, since the petitioner is working for the past 25 years, as illegal and arbitrary.

In the writ affidavit, it was stated that the petitioner, part-time Type Writing Mechanic has been working in 3rd respondent-college for more than 25 years, however, Minimum Time Scale is not extended to the petitioner as per the judgment of the Hon'ble Apex Court in State of Punjab Vs. Jagjit Singh and Others1.

Given the facts and circumstances of the case, as an interim measure, there shall be a direction to the petitioner to make representation to the respondents 1 and 2 by annexing all relevant documents within three weeks from today. Upon receipt of such representations, the respondents 1 and 2 shall pass appropriate speaking orders strictly, as per Rules within four weeks thereafter.
