As the global power axis shifts from Pacific-Atlantic to Indo-Pacific, India is today evolving as a major power with an important voice on global issues. At this critical juncture, young scholars, academics and professionals around the world are keen to better understand the important features of India’s public and foreign policy.In response to this strong global interest, India Foundation (IF) organised a workshop on India’s Foreign Policy in January 2018 with Ministry of External Affairs, Govt. of India. Building on its success, IF is pleased to announce Kautilya Fellows Programme (KFP) from February 18-28, 2019 in New Delhi. KFP is a unique and comprehensive 10-day workshop on India’s Foreign Policy and Public Policy. It includes a visit to Kumbh Mela in Prayagraj, which is the largest religious gathering in the world. KFP is best suited for young academics, scholars and professionals keen to understand India’s diplomatic agenda and key institutions of India’s democracy. The curriculum of KFP is well rounded to cover major thematic issues and strategic bilateral relationships in India’s foreign policy, understand India’s public institutions and their role in shaping India’s political economy and society. This event will bring together as participants, researchers, academicians and enthusiasts from across India, India’s neighbouring countries and from key partner nations. These sessions will be addressed by senior practitioners and thought leaders including officials of the government, national leaders, experienced diplomats, domain-specialists and ambassadors of several countries. In addition, the KFP will deploy innovative mechanisms to facilitate in-depth analysis and interaction through Field Visits, Foreign Policy Labs and Mini-Workshops on selected issues.

Foreign Policy Workshop 2018

The Kautilya Fellows Programme is built on the success of January 2018’s India Foundation Foreign Policy Workshop held in New Delhi. The workshop saw participation of 60 aficionados of Indian foreign policy from India and abroad. Key speakers at the workshop included Smt. Sushma Swaraj (External Affairs Minister, Government of India), Shri Suresh Prabhu (Union Minister of Commerce and Industry, GoI), Shri Hardeep Singh Puri (Minister of State (IC) for Housing and Urban Affairs, GoI), Shri Ram Madhav (National General Secretary, BJP), Dr. Vinay Sahasrabuddhe (President, Indian Council for Cultural Relations), Dr. S Jaishankar (Foreign Secretary, GoI), Shri Alok Joshi (Chairman, National Technical Research Organisation, GoI) and Shri R N Ravi (Chairman, Joint Intelligence Committee, GoI). The workshop also included 3 Foreign Policy Labs on international disputes, crisis negotiations and counter-terror operations.

Costs and Scholarship

The tuition at the programme is fully funded for all selected candidates. However, there is a fee of USD 275 which covers the cost of study material and meals for 10 days. The airfare to New Delhi and stay for the duration of the program will have to be borne by candidates. We are currently in conversations with a hotel near the venue to provide discounted accommodation for participants. There are limited scholarships available for deserving candidates which will cover the cost of airfare, stay in New Delhi and fees of USD 275. The scholarship candidates will be decided by the Academic Council after receiving applications.
