G.S.R. 8. - The Government of Rajasthan issues the following instructions for the admission of candidates to various Medical Colleges in Rajasthan:-

  1. Number of seats.- The total number of seats/admissions to the Medical Colleges in Rajasthan will not be more than 565 for the year 1985-86 (including 15 seats for B.D.S Course at S.M.S. Medical College, Jaipur. The above seats shall be filled up on the basis of All India Competition subject to following reservations:-
  2. Reservations- (a) 705 of the total number of seats shall be filled by the candidates belonging to Rajasthan, defined hereunder:-

His/Her natural father or natural mother has continuously resided in Rajasthan for a period of last 10 years, and the candidate has studied atleast for last 5 (five) years in a recognized educational institution in Rajasthan.

or

He/She is a son/daughter of serving or retired employee:-

(i) Government of Rajasthan including Officers of All India Services born on the State cadre of Rajasthan.

or

(ii) Undertakings/Corporations/Improvement Trust/Municipal Board/'Panchayat Samities/Cooperative Bodies duly constituted by the Government of Rajasthan.

or

(iii) Statutory bodies and corporations Formed under the Indian Companies Act incorporated in Rajasthan.

or

(iv) He/She is a son/daughter of an employee of University in Rajasthan or Higher Secondary Board of Education (Rajasthan).

Provided for category (i) to (iv) referred above the employee has put in atleast three years service on the last date for submission of application in the year of admission.

or

(v) He/She is a son/daughter of an Indian Defence/Central Government Service/Public Sector undertakings or Corporation of India employee of Rajasthan origin irrespective of his place of posting provided a certificate is submitted by the employee from the employer to his effect stating the state of origin and the home town as given by him at the time of his entry into service:

Provided that for the purpose of this rule an employee who was born in Rajasthan (and has lived in Rajasthan for atleast ten years) shall be deemed of Rajasthan Origin.

(b) 16 seats (3 seats in each of the Medical Colleges of Rajasthan) are reserved for students from abroad/other States nominated by Government of India from out of the 30% seats available to the candidates on All India Basis.

(c) (of the total seats) 8% seats are reserved for natural born candidates belonging to Scheduled Caste and 6% for natural born candidates belonging to Scheduled Tribes as notified in the Presidential Order for the State of Rajasthan and who fulfills conditions as laid down in rule 3 below. These reservation in each category will also include the natural born candidate belonging to Scheduled Castes/Scheduled Tribes who are admitted on merit against general seats.

These reservations will be available against 65% of the total number of seats referred to in rule 2(A) above.

A candidate must produce a certificate signed by an officer not below the rank of District Magistrate/Addl. Distt. Magistrate/S. D.M in proof of his/her being a natural born member of Scheduled Castes/Tribes as notified in the Presidential Order for the State of Rajasthan and that he/she fulfills conditions as laid down in rule-3 below. The reservation mentioned above can be interchanged, if sufficient number of candidates are not available to full up the seats reserved for either categories i.e. natural born Scheduled Castes, natural born Scheduled Tribes. If the number of qualified candidates belonging to natural born Scheduled Castes/Tribes are not sufficient to cover the above reservation a maximum of ten reserved seats in a year may be carried forward to the subsequent year.

(d) 20% of the total number of seats shall be reserved for girl candidates. These Seats shall also be available against 65% seats referred to above.

(e) Three seats shall be reserved for natural born son/daughter of an armed personnel and two seats for disabled candidates (one in each college). The admission to the disabled candidates shall be made provided the disability is not of the nature which may hamper the functioning of the candidate in his/her medical profession.

(f) In case, the reserved seats referred to in (c) (d) and (e) above, are not filled, the unfilled seats shall revert to General quota,

  1. Eligibility.- (a) A candidate must have passed the First Year Science Examination of the Three Years Degree Course (Pass/Hons.) of the University established by Law in India or the Higher Secondary Examination (Science) conducted by a statutory board at the end of 12 years study under 10+2 pattern of Secondary Education or any other examination recognized by the University established by Law in India as equivalent to its First Year T.D.C. Science Examination in all the compulsory subjects and the optional subjects of the Medical Group (Physics, Chemistry and Biology) including English as one of the compulsory subjects, on the last elate of submission of the application.

(b) B.Sc. Examination of University established by Law in India with not less than three of the following subjects- Physics, Chemistry, Botany and Zoology provided further that he/she has passed the earlier qualifying examination with following subjects-Physics, Chemistry. Biology and English.

(e) He/She shall have to obtain at least 50% marks at the Pre-Medical Test on the result of which above admission to the MBBS/BDS Course will be regulated. Candidate who have appeared at any of the aforesaid examinations but whose results have not been declared before the commencement of the Pre-Medical Test may be given provisional admission to appear as the Pre-Medical Test. The natural born SC/ST students may be given a relaxation of 10% in the minimum marks required in Pre-Medical Test. In case of wards of Army Personnel and disable student also a relaxation of 5% in such minimum marks will be admissible:

Provided further that the candidates for admission to the first MBBS/BDS Course must have completed the age of 17 years on or before 31st December, of the admission of the year.

Note.-1. A candidate who has passed in the compulsory subjects of General Hindi and General english and the Optional subjects of the Medical Group (Physics. Chemistry and Biology) of the First Year Examination of the Three Years Degree Course in Science conducted by University established by Law in India shall be deemed to have passed, the 1st Year T.D.C. Science Examination for the purpose of this rule.

  1. In case sufficient number of SC/ST candidates are not available for filling the seats reserved under rule 2(c) then a further relaxation of 5% in the minimum marks required in the Pre-Medical Test may be given, provided that they have secured atleast 40% marks in qualifying examination.
  2. Pre-Medical Test.- (a) All the candidates except those belonging to category of rule 2(B) will have to appear at, the Pre-Medical Test to be held by the Sukhadia University, Udaipur in the subject of Physics, Chemistry. Zoology and Botany in the manner to be decided by it. The candidate may obtain guide lines for the Pre-Medical Test Examination, application form for appearing at the examination and also application form for admission to the Medical College from the Controller of Examinations Sukhadia University, Udaipur on payment of Rs. 15/- in cash only. Forms can also be had by registered post on payment of Rs.5/- extra for postal charges.

Application forms for P.M.T. Examination and for admission to the Medical College duly filled in by the candidate along with a fee of Rs.60/- will be sent directly to the Controller of Examinations, Sukhadia University, Udaipur. This fee will also cover the fee for Marks-sheet. The eligible candidates will be admitted in the order of merit.

(b) No application for admissions will be considered unless it is accompanied by the following:-

(i) Attested true copy of the marks sheet of the qualifying examination of the concerned University/Board,

(ii) Attested true copy of the High School/Higher Secondary Certificate.

(iii) Certificate/Undertakings in the prescribed forms appended to these rules:-

(a) Certificate of eligibility for admission.

(b) Certificate from the Principal of College/Head of Institution last attended.

(c) Parent-Guardian's certificate.

(d) Certificate regarding Scheduled Castes/Tribes if applicable.

(e) Certificate regarding migration if applicable.

(c) Provided that admission to the 15 B.D.S. seats shall be by merit from the list prepared by the University. The candidates shall be given options to choose either the Dental Wing or the Medical Wing which shall be on the basis of merit only.

Note:- (1) All the original certificate and marks sheet must be brought at the time of the interview. Any application received after the prescribed date or in complete in duty respect may be rejected, without giving any notice to the candidate.

(d) (i) The eligible candidates will be admitted in the order of merit for the general as well as reserved seats excepting the seats to category (B) of rule 2) judged on the basis of marks secured at the Pre-Medical Test.

(ii) Candidates securing equal number of marks in the Pre-Medical Test will be admitted in the following order of preference:-

(a) One who has secured more marks in Science subject of the 1st Year Examination of the Three Years Degree Course or its equivalent examination.

(b) Among candidates securing equal number of marks in the 1st Year Examination of the Three Years Degree Course or its equivalent examination as also, those who have passed in lesser number of attempts will be given preference. If there is further tie, candidates securing more marks in Higher Secondary Examination will be given preference.

  1. Interview by Admission Board.- Candidate eligible for admission shall be called for interview by the Principal, Sawai Man Singh Medical College, Jaipur to appear before the Admission Board constituted by the State Government. Interview will be taken in about 10-15 days after the Pre-Medical Test result is declared. The list of candidates called for interview will be put on the Notice Board of the S.M.S Medical College Jaipur three days before the date of interview. The candidates found un-suitable by the Admission Board will be rejected.
  2. Allotment of Seats.- The first. 35% (including 15 seats reserved under clause 2(B) shall go to the candidates competing on All India basis.
  3. Allotment of place of Study.- The Admission Board after duly considering the place of residence and preference given by the candidate in his/her application, shall allot selected candidates to the various Medical Colleges at its discretion.
  4. Medical Examination.- A provisional list of candidate selected by the Admission Board will be put on the Notice Board of the S.M.S Medical College, Jaipur. No intimation will be given to the candidates individually. All candidates provisionally selected will be examined by the Medical Board appointed by the Principal of the respective Medical College on the basis of criteria evolved for Medical Examination by the Principal regarding their general and physical fitness for Medical Studies.

The candidates found un-suitable will be rejected. The decision of the Board in this respect will be final.

  1. The Government reserves the right to admit or reject admission of any candidate without assigning any reason.
  2. Admission of the candidates who have passed qualifying examination from a University/Board of the State other than Rajasthan will be provisional, till the Eligibility Certificate is issued by the University of Rajasthan,
  3. If for reasons to be recorded in writing the Admission Board suspects that a particular candidate has obtained a certificate by misrepresenting facts, the matter will be referred to the concerned D.M. on the receipt of the inquiry report the Admission of the candidate.

Note:- Any person other than the parents of the candidate can become guardian, only if the parents of the candidate are not alive or have been declared insane.
