The Port Of Calcutta Towage And Pilotage Fees Order, 1997
Published vide Notification Gazette of India, Extraordinary, Part 2, Section 3(i), dated 13th January, 1997 (w.e.f. 13th January, 1997)
G.S.R. 10 (E) dated 13th January, 1997. – In exercise of the powers conferred in sub-section (1) of Sec. 35 of the Indian Port Act, 1908 (15 of 1908) and in suppersession of the Port of Calcutta Towage and Pilotage Fees Order, 1993 published in the Gazette of India as notification No. G.S.R. 45 (E) dated 2nd February, 1993 the Central Government makes the following Order for regulating the levy of fees for towage and pilotage, and in the Port of Calcutta namely.
- Short title and commencement.-(i) This order shall be called the Port of Calcutta, Towage and pilotage Fees Order, 1997.
(ii) It shall come into force from the date of its publication in the Official Gazette.
- Definition.-In this order ‘Port’ means the Port of Calcutta and shall include Calcutta Dock System and Haldia Dock Complex.
- Fees for towage and pilotage of vessels in the Calcutta Dock System/Haldia Dock Complex.-Fees for towage and pilotage of vessles and cancellation of booking of pilots and the matter shall be at the rates specified in the Appendix annexed hereto.
Towage & Pilotage of vessels
- Towage & Pilotage to vessels.– 1.1. Charges for piloting a vessel from Sandheads to any point in Calcutta Dock System or Haldia Dock Complex either directly or via any other point during inward journey and back to Sandheads either direct or via any other point during outwards journey shall be levied at the following rates.

1.2. Vessel availling of pilotage from Sandheads to Saugar or Haldia Anchorage or Diamond Harbour Anchorage and back only but not requiring pilotage to any other point in Calcutta Dock System or Haldia Dock Complex shall be allowed a rebate of 20% in pilot rate specified in 1.1 above.
1.3. 50% of the rates at 1.1 shall apply to inward or outward journey.
1.4. No extra charge for shifting a vessel shall be levied except as provided under Section 1,10′
1.5. Vessels which enter or leave the port without requiring the services or river pilots in terms of dispensation granted by Director, Marine Department under provision of Section 31 of the Indian Ports Act, 1908, shall be allowed a rebate of 30% of the above rate including the minimum charge for the inward or outward journey as the case may be.
1.6. The above rates are inclusive of anchorage charge and also charge for berthing, fleeting of barges and use of shore cranes by barges.
1.7. Charges for piloting a fishing trawler shall be payable at 50% of the rate under Sec. 1.1 or 1.5 as the case may be.
1.8. When a vessel calls both at Calcutta Dock System and Haldia Dock Complex in the same voyage, charge for inward journey shall be levied at the place where the vessel calls first and charge for outward journey shall be levied at the other.
1.9. When a vessel during her inward journey goes back to Sandhead from any point below Saugar Anchorage for any reason, a consolidated charge of US dollar 250.00 on vessel engaged in Foreign Trade and Rs. 5000 on vessels engaged in Coastal Trade shall be levied.
1.10. Charges for shifting a vessel between a berth /buoy/mooring/dry docks at Calcutta Dock System or Haldia Dock Complex shall be levied at the following rates.

||From one berth to another at Haldia Dock Complex at the request of the Agents/Charter or in case of ousting priority/ priority berthing.

1.11. Shifting charge under section 1.10(3) shall be payable at Calcutta Dock System of Haldia Dock Complex from where the vessel is shifted in reverse direction. 1.12 If the booking of pilot is cancelled less than 24 hrs. before the appointed time of hauling out from berth/buoy/jetty/river mooring a charge of US dollar 140.00 or Rs. 2500.00 per cancellation shall be levied on vessel engaged in Foreign or Coastal Trade as the case may be. No cancellation charge for pilot booking shall be levied if sailing is cancelled due to non-availability of pilots/ tugs or for lock gate being out of commission.
1.13. For piloting a vessel underground trials, a charge of Rs. 5000 shall be levied for trials above and upto Garden Reach and Rs. 15,000 per trial below Garden Reach.
1.14. For shifting an inland vessel, charges shall be levied at the following rates.
|(a) Between any two points in the Dock and involving services of River Pilot.
||Rs. 2500 per Shifting.
|(b) Between any two points in the docks, jetties, riiver moorings involving services of Harbour Pilots.
||Rs. 4000 per Shifting.
1.15. The rates under Sections 1.1, 1.5, 1.10, 1.13 & 1.14 are inclusive of services of tugs/launches and mooring/unmooring of vessels and turning if necessary except when services of additional tugs or launches is provided against specific requisition of the Shipowner/Agent/Charterer.
1.16. For use of Calcutta Port Trust Tugs/despatch vessel/survey vessel on requisition by the Shipowner/Agent/Charterer, charges shall be levied at the following rates.-

|(i) Vessel not exceeding 1200 IHP
||140 dollars per hour subject to a minimum of 420 dollars per operation.
||2500 per hour subject to a minimum of 7500 per operation.
|(ii) Vessel exceeding 1200 IHP
||165 dollars per hour subject to a minimum of 500 dollars per operation.
||300 per hour subject to a minimtum of 9000 per operation.
1.17. An additional charge of 25% shall be levied when Calcutta Port Trust tug/ vessel is deployed for savage operation.
1.18. Shipowners/Agents of vessels shall be required to pay the actual insurance premium plus 20% whonever Calcutta Port Trust/tug/vessel is deployed on requisition for towage assistance/salvage operation.
1.19. Time of deployment of Calcutta Port Trust tug/vesse 1/survey vessel shall be counted from the time Calcutta Port Trust vessel leaves for the job till the time it leaves the twoed/assisted vessel.
