1. Mr. Ujjwal, learned counsel for the petitioner submits that the impugned order dated 14.08.2021 does not record 'in administrative exigency'; hence, the same cannot be considered to have been passed in administrative exigency.
2. It is further stated that petitioner's transfer suffers from non- application of mind, inasmuch as just two months ago (on 10.06.2021), the petitioner was transferred from Biratiya Khurd to Babra, whereas the impugned order still shows the petitioner to be working at Biratiya Khurd.

4. Matter requires consideration.
5. Issue notice. Issue notice of stay application also, returnable within six weeks.
6. Meanwhile, effect and operation of the order dated 14.08.2021 qua the petitioner shall remain stayed.
